Purpose of the Position
The Health Technical Specialist provides in-country technical direction and leads the implementation of FCI's integrated service-delivery model, ensuring the country programme is technically sound and aligned with the global technical strategy, standards, tools, and guidelines set by the WVUS Global Management Team (GMT), as well as with national policies and Ministry of Health guidelines.
Working closely with the Chief of Party, the Ministry of Health and its technical programmes, the Health Technical Specialist adapts and applies the global hub-and-spoke design locally, oversees technical implementation and quality across hubs, spokes, and community platforms, and represents FCI in national and sub-national technical forums. The role supports quality improvement, capacity building, and technical coordination with government and partners — and contributes to ensuring all programme interventions advance child well-being outcomes in alignment with World Vision's Child Well-Being Aspirations.
Major Responsibilities
Technical Leadership & Programme Quality — 35%
- Provide overall technical direction for FCI country programme activities, in liaison with the COP and the WVUS Global Technical Director.
- Implement in-country the technical strategy, standards, tools, protocols, and integrated service package designed at the global level, adapting them to national context and Ministry of Health guidelines.
- Lead technical design and implementation of integrated project interventions spanning HIV, TB, malaria, Maternal and Child Health, Nutrition, and Health Systems Strengthening.
- Ensure high-quality service delivery across government, CHA, and FBO health facilities, strengthening referral systems, continuity of care, and service quality throughout the hub-and-spoke network.
- Ensure all programme interventions intentionally contribute to child well-being outcomes in alignment with World Vision's Child Well-Being Aspirations.
- Ensure technical quality in service delivery across all programme areas, incorporating safeguarding standards throughout.
- Update technical approaches in line with national policies and international best practice.
- Minimum 90% compliance with approved technical standards and guidelines.
- Quality improvement plans developed and implemented in all supported districts/facilities.
- Technical interventions aligned with national guidelines and protocols.
- Technical activities incorporate safeguarding standards; no substantiated safeguarding breaches attributable to technical programming.
Government & Stakeholder Technical Relations — 25%
- In close coordination with the COP and the U.S. Embassy, work with Ministry of Health national programmes and technical directorates (e.g., National HIV/AIDS & TB Programme) to align implementation with national strategies.
- Manage technical relationships with MOH technical directorates, District Health Management Teams (DHMTs), and sub-national health authorities.
- Maintain strong technical partnerships with CHAs, FBO health providers, faith health networks, and community health organizations supporting service delivery.
- Represent FCI in national and sub-national Technical Working Groups (TWGs), technical meetings, and conferences, and in partner and donor technical meetings as required.
- Promote collaboration and technical integration between government health systems and faith-based health networks to strengthen referral, supervision, workforce development, supply chain, and health information systems.
- Regular participation in Technical Working Groups and Ministry meetings.
- Positive stakeholder feedback regarding technical support provided.
- Functional technical partnerships and active representation in TWGs documented.
Programme Quality Improvement — 20%
- Monitor regularly technical quality and programme implementation against agreed targets and milestones; drive corrective action and continuous quality improvement across government and faith-based service delivery platforms.
- Oversee supportive supervision and quality improvement initiatives across supported sites.
- Conduct technical reviews and performance assessments; ensure adherence to clinical and programmatic standards.
- Review technical reports and, with the DMEAL Specialist, use data to strengthen technical performance and document best practices.
- Improvement in service uptake and quality indicators within supported sites.
- Health outcome indicators meet or exceed donor targets.
- Evidence-based recommendations implemented following supervision visits.
Capacity Development & Knowledge Management — 15%
- Develop and implement capacity-strengthening plans for country staff, CHAs, FBO health providers, and other implementing partners through mentorship, supportive supervision, and training.
- Strengthen the institutional and technical capacity of CHAs and faith-based health systems to deliver high-quality integrated services and serve as sustainable partners within national health systems.
- Support development of technical guidelines, SOPs, and training materials aligned with national and FCI global standards.
- Provide technical support to the transition and absorption of activities into government systems, ensuring clinical and programmatic quality is maintained as hubs and spokes move toward government or faith-based ownership.
- Feed country technical experience, innovations, and lessons learned back to the WVUS Global Technical Director to support cross-country (South-to-South) learning and standardization
- At least 90% of planned training and mentorship sessions completed annually.
- Improved competency scores among trained health workers.
- Technical tools, SOPs, and guidelines developed and disseminated on schedule.
Monitoring, Learning & Reporting — 5%
- Support interpretation and use of health data, collaborating closely with the DMEAL Specialist.
- Contribute to documentation of lessons learned, best practices, and technical innovations.
- Contribute technical inputs to country work plans, budgets, and proposals, in collaboration with the COP and Finance & Compliance Specialist.
- Quarterly data verification exercises completed.
- Lessons learned and best practices shared across stakeholders and with the WVUS GMT.
Required Qualifications & Experience
Education
- Master's degree in Public Health, Medicine, Nursing, Health Sciences, Epidemiology, or a related clinical/technical field required; clinical qualification (MD/nursing) registered with a recognized professional body is an added advantage.
- Specialized training in HIV/AIDS, TB, Maternal and Child Health, Nutrition, or Health Systems Strengthening.
Experience
- Minimum 7–8 years of technical experience in integrated health programming (HIV, TB, MCH, and/or nutrition) in-country or a similar context.
- At least 5 years supporting implementation of donor-funded health projects (USAID, PEPFAR, CDC, or similar).
- Demonstrated experience adapting technical guidelines and evidence-based models to the local context.
- Experience representing programmes in national and sub-national Technical Working Groups.
- Experience managing technical relationships with Ministries of Health, District Health Management Teams, and sub-national authorities.
- Demonstrated experience in quality improvement initiatives, supportive supervision, and capacity strengthening.
- Familiarity with the national public health sector, DHMT structures, and faith-based/Christian Health Association networks.
- Experience developing technical guidelines, SOPs, and training materials.
- Experience working with faith-based communities.
Language
- Excellent verbal and written communication skills in English (Proficient).
- Proficiency in the national/local language(s) strongly preferred.

Working Environment / Conditions
Country office environment with frequent in-country travel to implementation regions, districts, health facilities, and community sites (typically 40–50% of time, with field-intensive periods requiring up to 90% field presence). May require travel to insecure or hazardous locations.
