Description
Project Management & Design: Manage Capital Improvement Projects (CIP) from initial planning through closeout, which includes developing scopes, schedules, budgets, concept designs, and detailed specifications. Research and manage grants for assigned capital projects.
Operational Oversight: Provide technical oversight for construction activities, resolve field conflicts, review contractor submittals, and review/approve Temporary Traffic Control (TTC) plans.
Development Review: Manage the engineering review process for private development applications to ensure all proposed public utility infrastructure within the right-of-way complies with City standards.
Planning & Modeling: Conduct data analysis, hydraulic modeling, and rate studies to support long-range asset management and utility planning.
Team Leadership: Provide technical guidance, work reviews, and mentorship to junior engineering staff and technicians.
Education & Experience Option 1: A Bachelor’s degree from an ABET-accredited college or university in Civil Engineering or a closely related discipline, paired with three (3) years of professional engineering experience. Must possess an Engineer-In-Training (EIT) Certificate or have the ability to secure it within six (6) months of hire.
Education & Experience Option 2: In lieu of an ABET-accredited degree, nine (9) years of professional engineering experience is required, with at least three (3) years demonstrating independent technical responsibility for engineering projects. Experience must meet the professional certification eligibility requirements of the Maryland Board for Professional Engineers.
Special Requirements: Possession and maintenance of a valid motor vehicle operator’s license. Position is subject to random drug testing.
Work is divided between an office setting and active field environments. Candidates must be able to navigate rugged or uneven terrain, climb ladders, and lift/carry up to 20 pounds during field inspections.
