NATURE OF WORK
Under the direction of the GIS Coordinator, this position will administer the Public Works Asset Management program by providing technical expertise, developing applications, and maintaining current systems.   In addition the role will be responsible for the collection, management, analysis, and presentation of spatial data while providing technical support and training to staff.  This position also provides assistance and support to all City staff/divisions for GIS services, and implementations of GIS into other applications.

SCHEDULE
Regular work hours are in person 8:00 a.m. to 4:30 p.m., Monday through Friday.  Hybrid schedule available with modified hours considered after 6 months of hire.   Relocation assistance is not provided for this position.  Candidates must be local or willing to relocate at their own expense and must relocate by October 1, 2026. 

The starting salary range for this position is $32.84-$37.61/HR
The full salary range for this position is $32.84-$43.07/HR


ESSENTIAL DUTIES
  1. Assists in the creation and continual improvement of an asset management program.  
  2. Design, configure, and maintain detailed maps, dashboards, field solutions, and reports. 
  3. Identify opportunities to improve efficiency in GIS and Asset Management processes with a focus on user experience and accessibility.   
  4. Provide support and training to GIS users of varying experience levels for both mobile and desktop applications.  
  5. Create and maintain GIS datasets and asset data; specifically recording As-Built information from City ROW and Redevelopment projects.  
  6. Support daily GIS operations, including responding to data and service requests and troubleshooting issues.  
  7. Assist in maintaining standard operation procedures for GIS workflows and documentation of GIS datasets and solutions. 
  8. Coordinates efforts to ensure Richfield is an equitable, inclusive and respectful organization and supports the City’s mission, vision and core values.
  9. Performs other duties and assumes other responsibilities as assigned.

COMPENTENCIES

  1. Proficiency with ESRI software and Enterprise GIS systems including ArcGIS Pro and ArcGIS Online/Portal (including associated web applications).
  2. Demonstrates considerable knowledge of Microsoft Office.

MINIMUM QUALIFICATIONS
  • Associates degree in Geographic Information Systems (GIS), Geography, Computer Science, Information Systems Management or closely related field.
  • One year of experience with creation/support/management of an asset management system.
  • One years of proficiency with ESRI ArcGIS and Microsoft Office Software
  • One year of experience using a Global Positions System (GPS) or other tools to to collect spatial data.
  • Demonstrated organizational skill, attention to detail and ability to perform assignments under minimal direction.  
  • Ability to establish and maintain effective working relationships with colleagues, supervisors, and other agencies.
    •  Understanding of the principles of Asset Management
    • Possession of valid Class D Drivers’ License.
PREFERRED QUALIFICATIONS
  • Bachelor’s degree in Geography, GIS, Computer Science, Information Systems Management or a closely related field.
  • Three years of experience with creation/support/management of an asset management system.
  • Three years of proficiency with ESRI ArcGIS and Microsoft Office Software
  • 3 years of experience using a Global Positioning System (GPS) or other tools to collect spatial data.
  • One year of experience with GIS scripting or programming (e.g. Python, Arcade, or JavaScript). 
  • Additional years of relevant work experience
  • Experience in municipal government
  • Experience integrating Enterprise GIS with other enterprise database management systems
  • Bilingual  
PHYSICAL DEMANDS
The physical demands that are described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job.  
  1. Ability to sit, talk, and listen for extended periods of time.
  2. Specific vision abilities required include close vision and the ability to adjust focus
  3. Ability to occasionally lift and/or move up to 40 pounds.  
  4. Ability to hear, see, taste, touch, and smell.  Specific vision abilities required of this position include close vision, distant vision, peripheral vision, depth perception, ability to distinguish colors and different shades of color.
  5. Ability to use personal protective equipment to safely work with and around hazardous chemicals, strong fumes, electric shock and infectious disease.
  6. Ability to work around noise and vibration generated from equipment and machinery.
WORK ENVIRONMENT
Work is performed within an office environment at the Public Works Maintenance Facility, at various other City facilities, and in the field.  Trips operating motor vehicles to various locations are necessary for this position.
