M25 - Project Manager

Overview

We are seeking an experienced Project Manager to oversee the delivery and operations of mission-critical digital systems supporting high-volume public-facing services. The role is responsible for managing system operations, vendor performance, project delivery, cloud infrastructure coordination, and stakeholder engagement while ensuring system availability, security, and compliance. The ideal candidate has strong project management experience, preferably within the public sector, and is capable of leading complex initiatives in a fast-paced environment.

Responsibilities

• Manage the day-to-day operations of mission-critical systems and coordinate with vendors to ensure service availability and operational excellence.
• Plan and manage project budgets, service requests, and resource allocation.
• Coordinate security audits, compliance activities, and remediation initiatives.
• Oversee cloud infrastructure resources, including AWS or Government Commercial Cloud (GCC) environments.
• Manage vendors to ensure timely and high-quality delivery of system enhancements and change requests.
• Ensure business continuity and minimise service disruptions for public-facing digital services.
• Develop and maintain project plans, schedules, timelines, and project documentation.
• Lead cross-functional project teams and manage internal and external stakeholders.
• Identify project risks, develop mitigation strategies, and resolve project issues proactively.
• Facilitate project meetings, governance reviews, and progress reporting.
• Prepare project status reports, dashboards, and updates for management.
• Manage project scope, budget, timelines, quality, and overall project delivery.
• Coordinate user acceptance testing (UAT), deployment activities, and production releases.
• Ensure projects are delivered in accordance with Agile, Waterfall, or hybrid project management methodologies.

Requirements

• Minimum 5 years of project management experience, preferably within the government or public sector.
• Proven experience managing mission-critical systems or large-scale enterprise applications.
• Strong knowledge of government security, compliance, or IT governance frameworks (e.g. IM8).
• Experience managing AWS or Government Commercial Cloud (GCC) environments.
• Experience supporting internet-facing digital services and ensuring high system availability.
• Experience delivering digital transformation or enterprise technology projects.
• Familiarity with authentication solutions such as Active Directory, Singpass, or Corppass.
• Experience with payment gateway integrations, including banking platforms and payment solutions such as GIRO, PayNow, DBS, Stripe, or similar technologies.
• PMP, CITPM, or equivalent project management certification is preferred.
• Strong experience in stakeholder management, vendor management, procurement, contract management, and budget planning.
• Strong knowledge of risk management, change management, and project governance.
• Excellent leadership, communication, analytical, and problem-solving skills.
• Ability to work independently in a fast-paced, mission-critical environment with a strong focus on system availability, security, and service quality.
