JOB SUMMARY

JOB SUMMARY:

Under general supervision, enforces applicable code compliance laws or regulations of a particular Community Services Division which includes: Animal Care and Control, Housing and Code Enforcement.

ESSENTIAL JOB FUNCTIONS:

  • Under general supervision, enforces applicable laws regulating the care and control of animals, performing single-family and commercial Code inspection activities to include: enforcement of the Uniform Building Code, Uniform Plumbing Code, Uniform Mechanical Code, Uniform Electrical Code, Uniform Fire Code, Zoning Ordinance, Housing Code, Health Code, enforcement of the Federal Housing Quality Standards, and Nuisance Ordinance in order to maintain neighborhood integrity.

OTHER JOB FUNCTIONS:

  • Perform administrative duties such as dispatching and assisting citizens.
  • Answer telephone calls from citizens and route complaints to appropriate personnel.
  • File documents and type letters, memos, and reports.
  • Accept money and maintain records of monies received and related paperwork transactions.
  • File documents, process letters of complaint and data entry.
  • Produce written documents such as reports and develop presentations with clearly organized thoughts.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of state, local and federal laws and regulations pertaining to a particular division of assignment.
  • Knowledge of the principles and practices/methods and techniques of a particular division of assignment.
  • Knowledge of legal proceedings involved in the particular division of assignment.
  • Knowledge of methods and techniques of interviewing and conducting investigations.
  • Skill in using positive interpersonal skills. Skill in developing periodic reports and correspondence.
  • Skill in communicating ideas, concepts and terminology effectively to other staff and the public through oral and written means.
  • Skill in managing multiple tasks.
  • Ability to write clear and concise letters and reports.
  • Ability to read and interpret laws, ordinances and regulations.
  • Ability to receive detailed information through oral and written communication and make fine discriminations in sound.
  • Ability to demonstrate strong demonstrated abilities to deal tactfully and effectively with others.
  • Ability to maintain accurate and detailed records.
  • Ability to read labels on a variety of containers.
  • Ability to operate a variety of tools and equipment utilized in a particular division of assignment.
  • Ability to lift or exert forces equivalent to lifting up to 130 pounds with assistance.
  • Ability to push/pull 100 pounds for 100 feet.
  • Incumbent may be subject to chemical, dust, odor, zoonotic, parasitic, mold, aggressive animal and mite hazards.
  • Work hours may include weekends, evenings and/or after hour call.
  • Duty assignments may require rotation within divisional units because of the technical, procedural and or legal knowledge required of the assignment.
  • Some individuals may be appointed to permanent assignments which may not require the rotation of duty assignments.

Qualifying Education and Experience:

  • High School Diploma or vocational school and one year of college.
  • Two years of work experience related to housing inspections, code enforcement, animal control, construction, a related area or any equivalent combination of education or work experience.
  • State of Texas Basic Animal Control Officer Certification (Required for Code Enforcement Division Assignments within 12 months)
  • Euthanasia Technician Certification within 120 days of employment (Required for Animal Services Division Assignments)
  • State of Texas Basic Code Enforcement Certification (Required for Housing and Animal Services Division Assignments within 12 months).
  • Possession of Valid Texas Operator's License.

  • Physical/Human Performance Evaluation (HPE)
