Relocation reimbursement for actual costs up to $5,000 may be available if the incumbent is relocating greater than 100 miles.


Position Overview
The City is seeking a Revenue Associate Program Manager to lead complex revenue programs and financial initiatives that directly support the services our community relies on every day. This is an opportunity to bring your financial expertise, strategic thinking, project management, and collaborative leadership to a role with meaningful impact across the City.

What You’ll Do
As a Revenue Associate Program Manager, you will serve as a subject matter expert in revenue administration, helping ensure the City collects revenue accurately, efficiently, and in compliance with applicable laws and regulations. You’ll have the opportunity to influence how revenue programs are designed and delivered—from forecasting and compliance to collection strategies, stakeholder education, vendor oversight, and continuous improvement.

This is an on-site position that offers the opportunity to collaborate and connect with colleagues in person. The selected candidate will work at Springfield City Hall, and the position is not eligible for remote work.

Why This Role Matters
In this role, your analysis and recommendations will help the City make informed financial decisions, strengthen revenue programs, improve operational effectiveness, and responsibly steward public resources. 

On June 1, 2026, the Springfield City Council passed the Payroll Tax Ordinance (6515) to provide support for the City’s General Fund. The Payroll Tax is effective January 1, 2027, and is expected to generate approximately $3 million in FY 2027.

Training & Experience:
The City will consider any equivalent combination of knowledge, skills, education, and experience to meet minimum qualifications.  Such a way to meet minimum qualifications could include:
•    Bachelor’s degree in accounting, finance, business, public administration, or related field, and;
•    5 or more years of experience administering, monitoring, and evaluating revenue collection programs and processes

Preferences may be given for knowledge and experience:
•    CPA or master’s degree in accounting, finance, business, public administration or related
•    Municipal government finance experience
•    Project management experience (full scope: to include budget, planning, execution, and monitoring)
