HSE Specialist, Labs Location: Richmond, CA Work Schedule: 9/80 schedule, with every other Friday off Travel: No travel required Duration: 10 Months with potential for extension Position Summary The HSE Specialist provides Health, Safety, and Environmental leadership and support Client’s laboratory facilities as needed. This role partners with operations, project teams, contractors, and leadership to strengthen operational excellence, prevent Serious Injuries and Fatalities, ensure regulatory compliance, and foster a culture of continuous learning through Human and Organizational Performance principles. Key Responsibilities Operational Safety and Risk Management

• Provide HSE guidance and support to operations, maintenance, project, and contractor teams to promote safe, compliant, and reliable operations.

• Champion Serious Injury and Fatality prevention by identifying critical risks, verifying safeguards, and reinforcing safe work practices.

• Conduct field engagements, observations, and coaching with personnel and contractors, focusing on high-risk work activities and permit-to-work requirements.

• Support Job Safety Analysis development, toolbox talks, pre-job planning, and Start Work Checks.

• Develop, implement, monitor, and verify the effectiveness of HSE programs, deliverables, and performance expectations.

Assurance and Operational Excellence

• Support assurance activities, including Safeguard Assurance, Critical Safeguard Verification, Management of Change, Workplace Safety and Health verifications, and regulatory compliance reviews.

• Track, address, and close HSE and Operational Excellence findings and corrective actions. • Participate in audits, assessments, and continuous improvement initiatives.

Incident Management and Learning

• Lead and facilitate incident investigations using structured root cause analysis methodologies. • Support incident response, classification, reporting, and data quality management within

enterprise reporting systems. • Identify trends and help develop effective corrective and preventive actions. • Promote Human and Organizational Performance concepts to strengthen organizational

learning. Environmental Stewardship

• Support environmental permitting activities, regulatory inspections, and compliance obligations. • Assist with environmental risk assessments and the implementation of environmental controls.

Management of Change • Support Management of Change processes to ensure risks associated with organizational,

operational, equipment, and procedural changes are appropriately evaluated and managed. Required Qualifications

• Bachelor’s degree in Safety, Environmental Science, Engineering, Industrial Hygiene, or a related field, or equivalent relevant experience.

• Minimum of 10 years of progressive HSE experience supporting laboratory, industrial, manufacturing, chemical, energy, or oil and gas operations.

• Strong knowledge of occupational health and safety regulations and industry best practices. • Excellent written and verbal communication skills. • Strong leadership, facilitation, and influencing skills. • Ability to work independently and effectively engage employees, contractors, and leaders at all

organizational levels. • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Visio. • Proven ability to influence operational performance and drive sustainable HSE improvements

across multiple sites and stakeholder groups. Required Experience

Preferred Qualifications

• Professional certification such as CSP, ASP, CHMM, CIH, or equivalent. • Experience supporting laboratory operations, research facilities, chemical processing, refining,

or other industrial environments. • Experience working within the oil and gas, energy, chemical, or manufacturing industries. • Strong interpersonal and communication skills, with the ability to build credibility and work

effectively with field personnel, contractors, technical teams, and leadership.
