Description
The Automated Speed Enforcement (ASE) Program Manager oversees, manages and directs the City of Albuquerque’s ASE program, serving as the primary liaison among City departments, vendors, and the public. The position manages device placement and maintenance, analyzes ASE and traffic data to identify trends, prepares reports and presentations for leadership and City Council, and administers the Community Service component of the program. Responsible to respond to public inquiries, ensures compliance with program requirements, supports vendor selection and enforcement processes, and stays current on emerging technologies and best practices to enhance traffic safety and program effectiveness.

ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
- Manage, oversee, coordinate, and direct the work of the City of Albuquerque’s Automated Speed Enforcement (ASE) program among City Departments, vendor(s), the public, and other relevant stakeholders.
- Coordinate with City departments on placement of devices and be the liaison between the city and the vendor if devices need to be replaced or repaired.
- Oversee the collection, collation, and perform a variety of ASE date analysis, crash data, traffic data or other document analysis activities to determine ASE trends. Prepare charts, graphs, maps, reports, database and related to track and present findings related to the ASE program to staff, leadership, City Council, and the public.
- Serve as primary point of contact for the public. Answer questions from the public about the ASE Program (in addition to the call center that vendor provides as part of its services). Maintain awareness of new developments in the field of ASE, noise cameras, crash data, traffic activity analysis, or technology; make recommendations on the incorporation of best practices or new developments as appropriate into program.
- Administer the Community Service component of the ASE Program, which includes verifying hours of peoples who choose community services in lieu of citation payment and tracking completion of community service hours. This position will alert vendor if a violator (as identified by the vendor) defaults on community service. Includes coordination with the City Departments to identify potential community services programs.
- Serve as the subject matter expert on ASE and provide presentations about the program and data to staff, leadership, City Council, or public meetings. Participate in/present to (as needed) different boards and committees such as the Greater Albuquerque Active Transportation Committee and Vision Zero Task Force; prepare and present staff reports and other necessary correspondence; enter, maintain and record results of pertinent board and committee decisions.
- Compile and utilize data analysis and interpretation to inform regular solicitation or requests for proposals (RFP) process to select ASE vendor.
- Participate as the record’s custodian and support with the prosecution of ASE fines.
SUPPLEMENTAL FUNCTIONS:
- Attend and participate in professional group meetings.
- Perform related duties and responsibilities as required.
Bachelor’s degree from an accredited college or university in planning, engineer, business administration, or a related field; and
Four (4) years of transportation, traffic or safety data analysis, project/program management experience, planning, implementation, coordination experience.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver’s License, or the ability to obtain by date of hire.
Possession of a City Operation’s Permit (COP) within six (6) months from date of hire.
Environmental:
Office environment, working closely with others from a variety of fields from administration to technical experts such as engineers, composure to computer screens.
Physical:
Essential and supplemental functions may require maintain physical condition necessary for walking, standing and sitting for prolonged periods of time. May include light lifting, carrying, and repeated bending. Operating motorized vehicles.
