JOB TITLE: Construction Manager

DEPARTMENT: Construction Operations

LOCATION: Rock Island Arsenal, Rock Island, IL (On site, full time)

REPORTS TO: Director, Construction Operations

MATRIX INTERFACES: Project Manager, Project Executive/Director, CQC System Manager, Site Safety and Health Officer (SSHO), Senior Project Controls Specialist/Scheduler, Document Control/RMS Admin, PMO, executing Quanta operating companies and subcontractors

CLASSIFICATION: Exempt

POSITION OVERVIEW

Quanta Government Solutions (QGS) is seeking a Construction Manager to lead field construction and serve as the on-site superintendent for the Rock Island Arsenal Power Generation and Microgrid project, delivered for the U.S. Army Corps of Engineers (USACE), Louisville District, at Rock Island Arsenal in Rock Island, Illinois. The project brings together multiple Quanta operating companies and subcontractors to deliver power generation, medium voltage distribution, battery energy storage, controls and cybersecurity, civil, mechanical, and commissioning scope on an active Army installation.

The Construction Manager provides full-time, on-site superintendence of the work with the authority to act for QGS, consistent with FAR 52.236-6, Superintendence by the Contractor. This role is held by a person separate from the CQC System Manager and the Site Safety and Health Officer, and is accountable for integrating the work of all Quanta operating companies and subcontractors into one coordinated field operation that is delivered safely, on schedule, within budget, and to contract quality requirements.

Reporting to the Director, Construction Operations, the Construction Manager partners closely with the Project Manager, CQC System Manager, SSHO, Senior Project Controls Specialist/Scheduler, and Document Control/RMS Admin, and applies QGS field execution standards and the Acquire-Comply-Execute delivery model from mobilization through final acceptance.

What You'll Do

  • On-Site Superintendence: Serve as the QGS superintendent on the worksite at Rock Island Arsenal throughout performance of the work, with the authority to direct the work and act for QGS, and lead in a way that keeps QGS satisfactory to the Contracting Officer.
  • Field Execution: Manage the day-to-day execution of the work, directing field operations, operating company crews, subcontractors, and trades so work is completed safely, on schedule, within budget, and in accordance with the plans and specifications.
  • Operating Company and Subcontractor Integration: Integrate the work of all Quanta operating companies and subcontractors across electrical (medium voltage distribution, switchgear, generators, and battery energy storage), civil and duct bank, structural, fire suppression, mechanical and gas, controls and cybersecurity, and testing and commissioning scopes into one coordinated field plan, managing interfaces, sequencing, laydown, and site logistics.
  • Safety Leadership: Champion QGS safety programs and a zero-incident culture, and enforce EM 385-1-1, the Accident Prevention Plan, and Activity Hazard Analyses in the field in partnership with the SSHO.
  • Quality Control Support: Support the CQC System Manager in executing the USACE three-phase control process (preparatory, initial, and follow-up phases), testing, and deficiency correction, while respecting the independence of the CQC function.
  • Schedule and Look-Ahead Planning: Provide field input to the cost-loaded Primavera P6 project schedule in coordination with the Senior Project Controls Specialist/Scheduler, lead weekly look-ahead planning with the operating companies and subcontractors, verify actual progress reported each period, and develop field recovery plans when work falls behind.
  • Daily Reporting and Documentation: Ensure daily production and field reporting is accurate, complete, and entered in RMS on time in coordination with the Document Control/RMS Admin, and maintain field records that support quality, safety, progress, and pay estimate documentation.
  • Submittals, RFIs, and Changes: Coordinate the field side of submittals, RFIs, and field changes with the Project Manager, confirm approved submittals are in place before work proceeds, and identify differing site conditions and potential changes early so they can be raised with the Government in accordance with the contract.
  • Government and Installation Coordination: Serve as the primary field interface with the USACE Resident or Area Office, Government quality assurance representatives, and installation stakeholders, coordinating site access, work hours, planned outages, and utility tie-ins with the Project Manager.
  • Site Compliance: Enforce installation access, security, environmental (including stormwater and spill response), and federal labor requirements on site.
  • Testing, Commissioning, and Closeout: Coordinate field execution of acceptance testing and commissioning with the commissioning agent, testing firms, and manufacturer representatives, and drive punch list completion, final inspections, and Government acceptance.
  • Field Leadership: Lead, coach, and hold accountable the field leadership team, fostering a culture of safety, quality, accountability, and respect.
  • Perform related construction management duties for this project as assigned.

What You'll Bring

  • USACE Experience: Demonstrated experience managing or superintending construction on U.S. Army Corps of Engineers (USACE) projects, with working knowledge of EM 385-1-1, the USACE three-phase Contractor Quality Control process, and RMS.
  • On-Site Availability: Ability to be on site full time at Rock Island Arsenal, Rock Island, IL, for the duration of the project.
  • Experience leading multi-company field teams, including affiliated companies and subcontractors, on active federal installations.
  • Strong knowledge of construction methods, sequencing, site logistics, and look-ahead planning, and the ability to work from a CPM schedule.
  • Working knowledge of federal construction contract requirements (FAR/DFARS), including superintendence, changes, and differing site conditions.
  • Strong leadership, communication, and problem-solving skills, with the ability to resolve field issues quickly and represent QGS credibly with Government representatives.
