JOB TITLE:
Building Inspector
SUMMARY OF FUNCTION
Reporting to the Building Official, the Building Inspector assists in the enforcement of building codes and ordinances, along with the application review for building permit issuance. Performs complex tasks involving code and ordinance interpretation. In addition, assists the public and answers inquiries regarding code and ordinance requirements. Rental inspection and program administration will also be an ongoing function of the position.
ESSENTIAL TASKS
- Plan Review
- Serves as Building Inspector, Rental Inspector and Code Officer as required.
- Participates in the inspection of vacant, under construction, or occupied buildings, structures and construction sites, checking for violations of state and local regulations pertaining to Building restrictions and proper licensing.
- Makes written and oral investigations, reports, and recommendations to the Building Official relative to Building construction in the City of Oak Park.
- Accepts the most difficult inquiries from citizens, contractors, architects, etc., regarding complaints, code and ordinance interpretations, clarification of office policies and general questioning.
- Assist in the enforcement of City codes and investigations of alleged violations of zoning, sign, blight, and litter.
- Assists in the coordination of the activities of the clerical staff of the Building office.
- Reviews applications, blueprints, plans and building specifications to ensure that all Building code and ordinance requirements are complied with.
- During various phases of construction, onsite inspections are conducted to ensure work is performed in compliance with applicable codes and ordinances.
- Prior to issuance of permit, oversees the determination that applicant has local governmental unit's approval and utilizes proper construction methods. Assists applicants in obtaining the proper documents when necessary. Performs more complex reviews when necessary.
- Issues a violation notice when code violations are determined.
- Conducts on site inspections on all rental homes and apartments in the City to ensure compliance with City Codes and the International Property Maintenance Code.
- Issues certificates and maintains rental documents and databases.
- Communicates with property owners and advises them of ordinance violations and compliance actions. Explain and interpret State and Local building/property maintenance regulations to City business/property owners.
- Verify Ordinance complaints and conduct follow up inspections of violations; send out Ordinance violation notices when necessary.
- Prepares written reports for each of the above activities, properly documents all evidence and actions in a manner appropriate for use in court actions.
- Issue misdemeanor law citations, follow up, and testify in court against offenders for violations of State and Local regulations when necessary testifies in court when necessary.
- Manages Building Department Software (BS&A)
KNOWLEDGE SKILLS AND ABILITES
- Degree from an accredited high school, or training equivalent sufficient for maintaining records and reports at level necessary for use in court.
- Act 407 certified in plan review and inspections.
- Obtain International Code Council Certification in Property Maintenance and Housing Inspector- 64, within 6 months from date of hire.
- Experience in building, code compliance, rental, and enforcement.
- Shall have the ability to review plans and designs of new buildings and other structures and to determine whether such plans and designs are in conformity with the provisions of the Building Code, Zoning Ordinance, other ordinances, and good engineering practice.
- Ability to establish and maintain satisfactory relations with architects, engineers, contractors, building owners, residents, other employees, and the general public through a high level of public contact.
- Knowledge in BS&A software, Microsoft Word and Excel and the ability to navigate through internet resources.
- Knowledge of laws, ordinances, and codes dealing with building codes, zoning standards and requirements.
- Knowledge of inspection methods, practices and techniques pertaining to building, zoning, and other inspection work.
- Ability to assemble data and to prepare and maintain correspondence, records, and reports.
- Ability to communicate with and work effectively with the public.
- Ability to supervise and coordinate the activities of the subordinate employees.
NOT REQUIRED, BUT DESIRABLE SKILLS
- Licensed residential builder.
- A bachelor's degree in a construction related field.
- Additional International Code Council certifications
SPECIAL WORKING CONDITIONS
- Working in areas under construction.
- Field conditions which consist of unpaved sites, muddy, dusty areas and a potential dangerous environment.
- Works in office environment and in field environment; field activities require inspections of occupied homes and properties.
SALARY RANGE - $22.8400-$33.7043 hourly (with consideration given to experience)
