The Work Unit: 

The Office of Human Resources (OHR) provides strategic, tactical, and operational services to implement a comprehensive integrated departmental human resources (HR) program that maximizes productivity, diversity and inclusion, and a positive work environment while minimizing liability and risk in the department. Services include establishing and consulting on departmental talent management policies and processes (job evaluation, compensation practices, selection); interpreting and complying with the State Personnel System rules and policies as well as state and federal employment law; employee and labor relations (dispute resolution, performance management, discrimination complaints, and labor agreements); organizational and professional development (training, engagement, mentorships and career development, succession planning); time off and benefits administration; employee wellness and safety; and technical operational support (HR systems, onboarding/off boarding, transaction processing).


What You Will Do: 

The Human Resources Specialist provides professional human resources work required for recruitment and selection activities, job evaluation that allocates positions, designs and performs compensation and compression analysis, Step Pay determinations, recommends changes to policies and internal processes, performs data analytics for requested and/or required compensation reporting, and other human resources consultation. The position implements personnel rules and shares information and advice on human resources issues and best practices and participates in the development/modification of departmental human resource plans and programs.

MINIMUM QUALIFICATIONS:
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Six (6) years of relevant experience in talent acquisition, compensation analysis, data analysis, and job analysis/position description review and classification.


OR

Education and Experience:

A combination of related education in  Human Resources, Business Administration, Finance and/or relevant experience in talent acquisition, compensation analysis, data analysis, and job analysis/position description review and classification.

PREFERRED QUALIFICATIONS:

In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies: 

  • Previous compensation experience with the State of Colorado Human Resources

  • Previous talent acquisition experience with the State of Colorado Human Resources

  • Advanced experience with Smartsheets, MS Excel, Google Sheets or other databases

  • Experience analyzing compensation data;              

  • Experience ensuring internal equity and compliance with laws, rules, and regulations;

  • Certified in Selection through DPA

  • Certified in Job Evaluation through DPA

  • Experience in editing, writing and classifying position descriptions

  • Experience utilizing a variety of recruitment and selection strategies

  • Experience providing human resources consultation to a variety of stakeholders

  • Ability to prioritize and multitask to provide exceptional customer service

  • Strong attention to detail

  • Ethical competence and the ability to maintain confidentiality

  • Knowledge of state statutes, personnel board rules, and best practices related to human resources

CONDITIONS OF EMPLOYMENT: 

  • A pre-employment background check will be conducted as part of the selection process.

  • Critical Status: Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.

  • Critical Status: Must be available in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
