## In one sentence

Single accountable owner for delivery, people, customer relationships, and vendor execution across Site Development (soft cost) and End-to-End construction (hard cost) in the across all markets. This role oversees the full project lifecycle, from soft-cost activities (A&E design, zoning, permitting, site walks, address validation) through hard-cost construction execution (civil, line/antenna, cabinet installation, commissioning, and closeout).

## What will your job look like?

• Delivery & program management: own schedules, site counts, forecasts, and blockers across 11+ programs spanning Macro, MOD, NSD, AAV Vanguard, Cabinet Consolidation. Build GC crew ramp plans and move field resources dynamically as work shifts between markets.
• Soft-cost management: oversee site development activities including A&E design, zoning and permitting, site walks, entitlements, and address validation. Track completion rates across programs and ensure milestones feed into hard-cost construction readiness.
• Hard-cost / E2E construction management: direct end-to-end construction execution including civil work, cabinet installation/relocation/removal, equipment delivery and return, H-frame installation, conduit and cabling, fiber management, commissioning and integration, and site closeout packages (SCOPs). Run margin simulations to validate hard-cost P&L performance and validate against actuals.
• Customer relationships: primary Amdocs contact for customer managers and PMs in various markets. Own escalations, outage communications, and RCAs. Maintain regular customer status cadence through weekly/monthly calls and QBRs.
• People: manage multiple Amdocs employees and direct subcontract PMs/CMs, plus shared offshore support. Identify and recruit talent for market-specific needs.
• Vendor & GC management: onboard and ramp General Contractors with procurement across multiple regions. Negotiate and validate milestone-based pricing and SOW terms for E2E construction drivers. Manage national GC relationships (including rate negotiations and the 5% pass-through clause). Approve invoices against delivered milestones, enforce contract compliance on material markups, and keep subcontractor PO coverage in place.
• Financial stewardship: maintain program P&Ls and forecasts with Finance, covering both soft-cost fixed revenue and hard-cost milestone-based revenue. Request Customer and subcontractor POs ahead of work, run E2E material pass-through margin simulations, track gross and net margins by program, and explain forecast movements early and in writing.
• PMO & reporting: program trackers, weekly and monthly customer status, QBR inputs (including revenue breakdowns, site completion metrics, and E2E highlights), and executive slides and talking notes for leadership.
• Cabinet Consolidation oversight: manage the Cabinet Consolidation program, including cutover planning, night work coordination, GC SOW execution, and outage/RCA management.
• Business development & compliance: pricing and capability inputs for new scopes, fixed-revenue rate conversations, safety and check-in/out compliance, incident reports and corrective actions. Support stand-down and mitigation processes when safety incidents occur.

## All you need is...

• 10 Years of experience in Site Development Soft and Hard Cost programs
• Significant proficiency/In-depth knowledge in the entitlement and construction aspects of telecom domain
• Managerial Experience - Previous experience in leading teams through project lifecycle
• Experience in large and integrative project delivery & management
• Experience in vendor ecosystem of providing services in Site Development to major telecom carriers (US)
• Previous experience with large carriers or major vendors doing end to end site deployment programs
• Bachelor’s degree in science/IT/Computers or equivalent
