The Remote Market Implementation Manager, is responsible for leading and coordinating all cross-functional activities associated with new market entry, service area expansions, and strategic growth initiatives within the Medicare Advantage health plan. This role serves as the central point of coordination across business, operational, clinical, provider network, regulatory, technology, compliance, and vendor teams to ensure successful launch and operational readiness of new markets.

The Market Implementation Manager develops and executes comprehensive implementation plans, manages dependencies, drives accountability, mitigates risks, and ensures all market launch activities are completed on time and in accordance with CMS, state, and organizational requirements.

This position plays a key role in supporting the organization's growth strategy by enabling seamless expansion into new geographic markets and ensuring a positive member, provider, and stakeholder experience from launch through stabilization.

Market Entry & Expansion Leadership 

  • Lead planning and execution activities for new market entry and service area expansion initiatives. 

  • Develop and maintain integrated implementation plans encompassing all launch activities and milestones. 

  • Coordinate cross-functional teams to ensure market readiness and successful execution. 

  • Establish governance structures, project schedules, and reporting mechanisms for market expansion initiatives. 

  • Drive accountability across stakeholders and manage critical path activities. 

Cross-Functional Program Management 

  • Facilitate implementation meetings, working sessions, and executive steering committees. 

  • Monitor project progress and address barriers impacting launch readiness. 

Market Readiness & Launch Management 

  • Develop and execute comprehensive market readiness assessments. 

  • Coordinate operational readiness activities across all impacted departments. 

  • Ensure policies, workflows, systems, training, staffing, and support models are prepared for launch. 

  • Manage launch checklists, go-live activities, and post-launch stabilization efforts. 

  • Identify and mitigate implementation risks that could affect market performance. 

Regulatory & CMS Coordination 

  • Support implementation activities associated with CMS service area expansions and market growth strategies. 

  • Partner with Regulatory Affairs and Compliance teams to ensure launch activities meet applicable federal and state requirements. 

  • Coordinate implementation timelines aligned with annual Medicare Advantage bid and operational cycles. 

  • Track regulatory dependencies impacting readiness and launch schedules. 

Provider Network Launch Support 

  • Partner with Network Development teams to support provider network expansion and readiness activities. 

  • Coordinate provider onboarding and operational integration requirements. 

  • Ensure alignment between network adequacy requirements and implementation timelines. 

  • Facilitate collaboration between provider partners and internal operational teams. 

Technology & Operational Enablement 

  • Coordinate implementation of systems, technology solutions, and operational processes required to support new markets. 

  • Ensure enrollment, claims, customer service, care management, provider data, and reporting systems are configured and tested appropriately. 

  • Manage operational and technology dependencies associated with market launches. 

  • Support testing, validation, and issue resolution activities. 

Vendor & External Partner Coordination 

  • Collaborate with strategic vendors supporting market operations. 

  • Coordinate implementation activities with delegated entities and business partners. 

  • Ensure vendor readiness aligns with overall launch schedules. 

  • Drive resolution of vendor-related implementation issues. 

Executive Communication & Reporting 

  • Develop executive-level readiness reports and launch dashboards. 

  • Present status updates, risks, mitigation plans, and key decisions to senior leadership. 

  • Communicate implementation progress across stakeholder groups. 

  • Provide recommendations regarding launch readiness and go-live decisions. 

Post-Launch Stabilization & Performance Monitoring 

  • Support market stabilization efforts during initial launch periods. 

  • Track key operational, financial, and member experience metrics. 

  • Coordinate issue management and resolution activities. 

  • Capture lessons learned and continuous improvement opportunities for future market expansions. 

  

Job Requirements: 

Experience: 

Required:  

  • 5+ years of experience managing technology implementations, operational projects, or vendor integrations. 

  • Highly Preferred-- Medicare Advantage market launch or service area expansion experience.

  

Education: 

Required:  

  • Bachelor's degree in Business Administration, Healthcare Administration, Information Systems, Project Management, or related field. 

 

Specialized Skills: 

Required:  

  • Experience leading complex cross-functional initiatives involving multiple stakeholders. 

  • Strong project and program management skills. 

  • Experience with vendor relationship management and organizational change initiatives. 

  • Excellent communication, presentation, and facilitation skills. 

  • Ability to manage multiple projects simultaneously in a fast-paced environment. 

Pay Range: $98,550.00 - $147,825.00

Pay range may be based on a number of factors including market location, education, responsibilities, experience, etc.
