Portland General Electric (PGE) is hiring a Transmission & Distribution Asset Manager.

The Transmission & Distribution Asset Manager provides senior-level technical and strategic leadership for the lifecycle management of PGE’s transmission, distribution and substation assets. This role evaluates asset condition, performance, risk and cost to develop investment strategies and capital plans that support safety, reliability, customer affordability and regulatory requirements.

Working across engineering, operations, finance, project management, regulatory and risk functions, the Asset Manager serves as a subject matter expert on asset health and performance and translates complex technical, financial and risk information into evidence-based investment recommendations aligned with PGE's long-term objectives.

Key Responsibilities

Asset Strategy & Portfolio Management

  • Develop and maintain asset strategies and multi-year investment plans for PGE's transmission, distribution and substation infrastructure, incorporating asset condition, performance, lifecycle needs, system priorities and risk.
  • Evaluate portfolio health and emerging risks across major asset classes, including critical and higher-risk equipment, to identify investment needs and recommend changes to established plans when warranted.
  • Partner with Asset and Wildfire Risk team to incorporate asset health, probability and consequence of failure, risk tolerance and mitigation priorities into asset planning and investment decisions.
  • Coordinate with engineering and field teams to support consistent asset condition assessment and monitoring and improve the quality of information used in lifecycle decisions.
  • Advance asset management and prioritization practices by incorporating condition data, failure history, system performance and emerging risks into investment strategies.

Capital Investment Planning & Governance

  • Translate asset strategies, condition and risk priorities into annual and multi-year capital plans, including investment prioritization, program sequencing and spend forecasts.
  • Develop business cases and evaluate investment alternatives using lifecycle cost, cost-benefit, NPV and capital versus O&M analysis to support cost-effective investment decisions.
  • Partner with Operations and Planning, the Project Management Office and other stakeholders to develop program estimates and forecasts, including volume assumptions, unit costs and escalation factors.
  • Coordinate with other asset managers, the Asset Strategy Aggregator and project development teams to optimize asset replacement scope and identify opportunities to coordinate future investments.
  • Present investment recommendations and supporting analysis through PGE's T&D capital governance and approval processes.
  • Monitor capital program performance, including cost, schedule, scope and unit-cost trends, and partner with program stakeholders to identify and support corrective actions when needed.
  • Maintain business justification, investment analysis and supporting documentation sufficient to demonstrate prudent decision-making and support regulatory review.

Regulatory Strategy & Investment Support

  • Serve as an asset management technical resource for rate cases, FERC filings, Distribution System Plan and other regulatory proceedings involving T&D investments.
  • Develop asset condition evidence, investment justification, cost-benefit analysis and other technical support for regulatory submissions, testimony, data requests and stakeholder presentations.
  • Monitor relevant state regulatory requirements, FERC proceedings and NERC reliability standards and assess potential impacts to asset strategies, investment priorities and capital cost recovery.

Performance, Analytics & Cross-Functional Leadership

  • Partner with Asset Management Analytics and leadership to establish and monitor asset management performance measures, including reliability, asset health, capital delivery and risk reduction.
  • Evaluate and report portfolio health, investment performance, emerging risks and progress against asset strategy and risk-reduction objectives.
  • Benchmark PGE's asset management and reliability performance against relevant utility and industry data and use results to identify opportunities to improve asset strategies and investment decisions.
  • Build alignment across engineering, operations, finance, project management, regulatory, Asset and Wildfire Risk and other stakeholders to support coordinated asset management and investment decisions.

The Transmission & Distribution Asset Manager is posted at two levels: Senior Technical Program Manager (P4) and Technical Program Manager (P3). The level offered will be determined based on the successful candidate's qualifications and applicable experience.

P4 Education

  • Bachelor's degree in electrical engineering, civil engineering, mechanical engineering or a related technical discipline from an ABET-accredited engineering program or program accredited by an equivalent agency in a related field or equivalent experience.
  • Master's degree in engineering, business administration, asset management or a related field preferred.

P4 Experience

  • Typically eight or more years of progressive experience in electric utility engineering, operations, asset management or a related field.

P3 Education

  • Bachelor's degree in electrical engineering, civil engineering, mechanical engineering or a related technical discipline from an ABET-accredited engineering program or program accredited by an equivalent agency in a related field or equivalent experience.

P3 Experience

  • Typically five or more years of progressive experience in electric utility engineering, operations, asset management or a related field.

P3/P4 Experience

  • Experience with capital investment planning, asset risk assessment, lifecycle analysis or related investment planning in a regulated utility environment.
  • Experience with transmission, distribution and substation infrastructure, including overhead and underground distribution, transmission lines, substations and protection systems.
  • Experience supporting utility rate cases or regulatory proceedings preferred.
  • Familiarity with applicable NERC reliability standards, FERC requirements and ISO Asset Management framework preferred.

P3/P4

  • Professional Engineer (PE) license preferred.

The Successful Candidate Will Bring

  • Advanced knowledge of T&D asset lifecycle management, including asset condition, failure modes, end-of-life indicators and renewal strategies.
  • Knowledge of risk-based investment prioritization and asset management principles.
  • Strong financial and analytical skills, including NPV, cost-benefit, lifecycle cost and capital versus O&M analysis.
  • Knowledge of utility capital planning and regulatory processes, including rate-base treatment and prudency considerations.
  • Working knowledge of utility asset and work management systems, such as Oracle, IBM Maximo or equivalent, and GIS-based asset information and analysis tools.
  • Ability to synthesize technical, operational, financial and risk information into clear, defensible investment recommendations.
  • Strategic thinking and sound business judgment, with the ability to balance near- and long-term priorities and make recommendations amid uncertainty and competing demands.
  • Advanced written, verbal and presentation skills, including the ability to communicate complex technical and financial information to technical, leadership and regulatory audiences.
  • Ability to collaborate, influence and build alignment across functions without direct authority.
  • Knowledge of Pacific Northwest utility operating conditions, including wildfire, seismic and regional regulatory considerations.
