Department: Manufacturing Purchasing & Logistic
Reports To: Purchasing & Logistic Supervisor
Purpose
The Purchasing Engineer – ASU Manufacturing is responsible for carrying out procurement activities for Air Separation Unit (ASU) and related equipment manufacturing and project delivery. This role ensures that materials, equipment, and services are available on time and comply with technical, quality, safety, and commercial requirements. It also supports manufacturing by working closely with Engineering, Quality, Project, Production, and suppliers to achieve cost-effective and compliant procurement outcomes.
Nature & Scope
- Operates and supports as an Individual Contributor within ASU Caojing manufacturing organization.
- Interfaces closely with Engineering, Quality, Production, Project, PDO project procurement and approved suppliers.
- Follow company purchasing procedures, policies, guidelines, and best practices.
- Activities affect manufacturing cost, schedule, quality, and safety performance.
Key Responsibilities
- Execute Caojing purchase orders for ASU manufacturing, including materials, equipment, spare parts, consumables, PPE supplies, and plant operating services, in accordance with the approved supplier list.
- Source suppliers and coordinate their qualification for equipment, materials, supplies, and services.
- Develop supplier inquiry packages, bid evaluation, negotiating strategies and award practices consistent with overall operations and/or purchasing objectives.
- Negotiate with suppliers on the commercial terms.
- Prepare purchase orders, contracts, or agreements that include all agreed terms, technical packages, and specifications.
- Expedite supplier deliveries and monitor order progress to meet manufacturing schedules.
- Support the resolution of supplier quality issues in collaboration with Quality and Production.
- Record and measure supplier’s performance, manage the supplier effectively.
- Maintain accurate procurement records, documentation, and system updates.
- Identify supply risks and recommend mitigation actions to maintain manufacturing project continuity.
- Support continuous improvements in procurement efficiency and supplier performance.
- Preparing purchasing statistics and reporting as required.

Qualifications
Required:
- Bachelor’s degree in Engineering, Supply Chain, or a related technical discipline.
- Minimum 4+ years of procurement or purchasing experience in industrial manufacturing or EPC project environments.
- Working knowledge of procurement processes, contracts, and supplier management.
- Proficiency in ERP systems and standard office applications.
- Effective communication skills in a multi‑disciplinary, multicultural environment.
Preferred:
- Experience with pressure equipment & piping, mechanical packages, or ASU‑related materials.
- Familiarity with international sourcing and supplier quality management.
- Experience working with multinational companies, preferably American or European organizations.
- Experience working with fabrication shops or manufacturing facilities.

Assumption: Up to 20–30% domestic travel within China for supplier visits, inspections, and manufacturing support.
