Location & Schedule

This position requires working on-site five days per week at the Wellington E. Webb Municipal Building, 201 W. Colfax Ave., Denver, CO 80202. The regular schedule is a 40-hour work week, Monday through Friday.

Right of Way Enforcement (ROWE) is a division within DOTI that provides enforcement services primarily within the public right-of-way, with a strong focus on parking and mobility. ROWE’s services include parking enforcement, street sweeping support, vehicle booting, ADA and bike lane safety enforcement, permitted special event enforcement, encroachment enforcement, and customer request management. In 2026, ROWE also launched a new Parking Citation Administrative Review Program. The division coordinates closely with other DOTI teams, City departments with enforcement authority, and Denver County Courts to support parking-related actions and ensure consistent, effective enforcement.

Through this work, ROWE helps promote mobility, safety, accessibility, and economic vitality throughout the City and County of Denver.

DOTI is seeking a highly qualified and motivated leader to serve as Operational Supervisor II. As an Operational Supervisor II, you will provide leadership and oversight for multiple teams responsible for parking and speeding enforcement operations. You will provide oversight of Right of Way Enforcement programs such as dispatch, vehicle boot, encroachment/encumbrance enforcement and first level dispute review.  You will supervise three first level leaders and ensure activities are carried out consistently, efficiently, safely, and in accordance with applicable laws, policies, and departmental standards.

Specifically, you will:

  • Provide strategic oversight and direction for multiple programs, establishing priorities, goals, performance expectations, and operational plans that support departmental objectives.

  • Lead, coach, and develop first level supervisors by providing guidance, setting expectations, evaluating performance, and supporting their ability to effectively manage and develop their teams.

  • Evaluate operational performance and identify opportunities for improvement, using data, trends, and employee and customer feedback to improve efficiency, consistency, and quality of service.

  • Develop and implement operational policies, procedures, and practices to ensure compliance with applicable laws, regulations, and departmental requirements while improving workflow and service delivery.

  • Oversee staffing and workforce planning, including determining staffing needs, scheduling requirements, recruitment, selection, training, and employee development to ensure adequate operational coverage.

  • Build effective relationships with internal and external stakeholders and resolve complex or escalated operational and customer concerns through collaboration, communication, and sound judgment.

  • Oversee employee performance and employee relations matters, ensuring performance expectations are communicated and addressed consistently and that disciplinary and grievance processes are handled appropriately.

  • Assist with budget and resource management for assigned operations, ensuring staff, equipment, technology, and financial resources are effectively allocated to meet operational priorities.

  • Lead and support special projects and cross-functional initiatives that improve enforcement operations, technology, processes, and the customer experience.

  • Ensure safe, effective, and efficient operations by monitoring service delivery, addressing operational risks and deficiencies, and holding supervisors accountable for achieving established standards.

What You’ll Bring

Our ideal candidate has some or all the following experience, skills, and characteristic:

  • Previous experience in a parking enforcement/management setting.

  • Experience with dispatch operations to include call taking, radio systems/protocols, data entry and management.

  • Prior experience in working collaboratively with court personnel and procedures.

  • Proven leadership capabilities and skillsets.

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Business Administration, Public Administration, Sociology, Psychology, or a related field.

  • Experience Requirement: Three (3) years of supervisory experience within an operational area.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.
    License/Certifications: Requires a valid Driver's License at the time of application.

  • Licenses and certifications must be kept current as a condition of employment.
