Senior Technical Advisor – Neonatal Respiratory Care

Overview

The Senior Technical Advisor – Neonatal Respiratory Care will lead the execution of a 24-month project funded by the Gates Foundation focused on Ethiopia's national scale-up of newborn respiratory care. Operating within Jhpiego's role as a neutral delivery integrator, the Senior Technical Advisor will work closely with the Ministry of Health (MOH) and key health partners to transition from fragmented CPAP device procurement to a coordinated, sustainably financed national system.

The primary objective is to facilitate the co-design and delivery of a government-endorsed National Neonatal Respiratory Care Investment Roadmap. This position will manage the local landscape mapping, convene stakeholder validation mechanisms, and lead the secretariat for the government-led Investment Coordination Forum across bubble CPAP (bCPAP), medical oxygen systems, and pulse oximetry.

 

Contract Type - Fixed Term Contract for One Year

Responsibilities

Technical Leadership & Roadmap Co-Design

• Oversee Phase 1 (Ecosystem Mapping & Landscape Analysis) and Phase 2 (Validation & Roadmap Development) in Ethiopia.
• Direct the technical analysis of Ethiopia's newborn care landscape, focusing on CPAP expansion across Level 2 Small and Sick Newborn Care (SSNC) facilities, oxygen availability, pulse oximetry, and supply chain constraints.
• Ensure CPAP (including Vayu and Diamedica devices), oxygen, and monitoring tools are integrated into a single clinical package alongside cross-cutting needs (workforce training, equipment maintenance, and digital health data systems).
• Lead the drafting, refinement, and finalization of the government-endorsed National Neonatal Respiratory Care Investment Roadmap.

Stakeholder Engagement & Government Facilitation

• Serve as Jhpiego’s primary technical focal point to the Ministry of Health (MOH) and regional health bureaus for this investment.
• Provide technical and secretariat support to establish and institutionalize the government-led Investment Coordination Forum.
• Facilitate national co-design workshops, pulse surveys, and consensus-building sessions with donors, implementing partners, procurement agencies, and professional associations to align funding and eliminate parallel implementation.

Program Monitoring, Learning & Reporting

• Document key learnings, success factors, and operational bottlenecks throughout the roadmap development process.
• Organize thematic learning exchanges and participate in regional virtual roundtables to share Ethiopia’s experiences with peer countries.
• Track project deliverables, manage grant reporting requirements, and ensure compliance with Jhpiego and donor guidelines.

Required Qualifications

• Education: Advanced degree (Master’s or MD) in Public Health, Medicine (Pediatrics/Neonatology preferred), Health Systems Management, or related field.
• Experience:
  • 9 - 10 years of professional experience leading maternal, newborn, and child health (MNCH) or health systems strengthening programs in Ethiopia.
  • Demonstrated track record of working collaboratively with the Ministry of Health (MOH), regional health bureaus, and international donors (e.g., Gates Foundation, Department of State).
  • Direct experience in clinical newborn care interventions, Level 2 SSNC scale-up, or biomedical technology/equipment delivery systems.
  • Experience conducting health facility landscape analyses, policy synthesis, or drafting national strategy documents and investment plans.

•  Stakeholder Facilitation: Strong ability to convene diverse stakeholders, mediate competing priorities, and foster government ownership.
• Analytical & Writing Skills: Exceptional capacity to synthesize complex healthcare data, facility assessments, and financial projections into clear technical reports and strategic roadmaps.
• Language: Professional fluency in English and Amharic Knowledge of additional Ethiopian languages is an advantage

Salary: Between 28,659 – 47,848 USD per annum.
