Subcontracts and Partnerships Manager w/active Top Secret clearance

Overview

The Subcontracts Management business partner will provide dedicated, direct support and be responsible for comprehensive, end-to-end lifecycle management of Procurement/Subcontracts activities in direct support of high-priority government program. This role plays a critical part in advancing program objectives by providing direct program support, driving rapid response to acquisition needs, and ensuring mission success through strategic partnerships and rapid procurement.

Responsibilities

• Administer the full lifecycle of subcontracts and purchase orders—including solicitation, evaluation, negotiation, award, and closeout—to ensure continuous and effective direct support to program activities. 

• Ensure full compliance with applicable regulations, including FAR, DFARS, and internal policies, emphasizing procurement integrity and audit readiness. 

• Serve as the primary liaison between internal stakeholders (program management, engineering, manufacturing, quality) and external suppliers, to drive alignment and responsiveness in meeting urgent program needs. 

• Execute sourcing activities such as RFQ development, solicitation issuance, and supplier selection to ensure timely fulfillment of mission-critical requirements in compliance with established procedures and applicable regulatory requirements (e.g., FAR/DFARS). 

• Proactively support risk identification and mitigation within sourcing activities, including addressing supply chain disruptions and single/sole-source dependencies. 

• Negotiate pricing, delivery schedules, terms and conditions, and commercial licensing agreements to support program timelines and minimize contractual and supply risks. 

• Procure materials, components, and services directly aligned with production schedules and technical requirements. 

• Draft, review, and negotiate subcontract terms—including flow-down requirements, data rights, IP licensing, and indemnification clauses—to safeguard program and company interests. 

• Actively monitor subcontractor performance, including cost, schedule, and technical compliance; address performance issues proactively to ensure continued program support. 

• Maintain organized and accurate procurement documentation to facilitate audits and regulatory reviews (e.g., CPSR, DCMA). 

• Collaborate closely with legal, finance, and program teams to resolve contractual issues and ensure solutions are in alignment with broader mission goals. 

• Partner with technical counterparts to clearly define and document PWS/SOW objectives critical to program deliverables.

Qualifications

 

• TS/SCI clearance is required for this position - final adjudication is required and interim clearances will not be considered. Candidates must also be eligible for Special Access Program (SAP) access; Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. LMI will only consider applicants with current TS/SCI security clearance. Please note that only U.S. citizens are eligible for a security clearance.

• BA/BS in Business, Supply Chain Management, Contracts, or a related field (or equivalent combination of education and experience). 

• Minimum of 12 years’ experience in subcontracts administration, procurement, sourcing, acquisition, or purchasing within a government contracting environment. Additional consideration may be taken for candidates with high level experience with FAR/DFARS requirements in a classified environment. 

• Demonstrated expertise with FAR, DFARS, and associated federal acquisition regulations. 

• Proven ability to perform complex cost/price analysis and supplier proposal evaluation. 

• Comprehensive understanding of various subcontract and purchase order types (FFP, CPFF, T&M, etc.) and awareness of related risk profiles. 

• Excellent negotiation, communication, and analytical skills, with a proactive, customer-focused, and mission-oriented approach. 

• Proficiency in ERP systems (e.g., Deltek Costpoint or similar) and Microsoft Office Suite. 

• Working knowledge of AI tools. 

Preferred Qualifications 

• Experience working in classified environment 

• Experience applying contract requirements within purchasing and sourcing functions. 

• Familiarity with licensing agreements, intellectual property rights, data rights clauses, procurement/restriction requirements, and export compliance (ITAR/EAR). 

• Experience in aerospace, defense, or complex manufacturing industries.

The salary range displayed represents the typical salary range for this position and is not a guarantee of compensation. Individual salaries are determined by various factors including, but not limited to location, internal equity, business considerations, client contract requirements, and candidate qualifications, such as education, experience, skills, and security clearances.  Approximate range of $100,000 - $140,000, subject to change based on the factors listed above.
