Description
JOB SUMMARY:
Manages overall activities of the Building Division and supervises the permitting and inspection of all building construction and the enforcement of building codes.
SUPERVISION RECEIVED
Receives general direction from the County Administrator
SUPERVISION EXERCISED
Exercises direct supervision over the work of the Planning/Permit Technician. And Field Inspectors
ESSENTIAL FUNCTIONS:

Enforces the Building Resolution and all applicable codes. Assists staff and general public in the interpretation and application of building codes.
Develops and prepares for adoption new codes and changes to Building Resolution.
Makes presentations to legislative body regarding proposed changes.
Assists with establishing policies that ensure conformity within the Building Department and other departments.
Plans, coordinates, and supervises the operations and staff of the division to include scheduling, specifying procedures, equipment and manpower, planning short and long-range goals, and implementing work objectives. Assists in staff selection, evaluates their work performance, and instructs them on the policies, regulations and programs administered by the Building Department.
Directs the plan checking process and routes plans to all applicable departments for review and approval.
Reviews and approves permits including valuation determinations, fees and refunds. Authorizes the expiration, suspension or revocation of permits.
Reviews and approves the issuance of certificates of occupancy.
Authorizes stop work order and occupancy violations.
Prepares the Divisions Annual Budget and submits it to the county administrator and BoCC for approval.
Maintains master files on all permits and oversees the storage of all records and plans.
Organizes training seminars for staff; trains new inspectors.
Conducts follow-up inspections to be used in evaluation of inspectors' performances.
Reviews and approves daily inspections schedules.
Assigns and reviews work load of staff.
Recommend disciplinary actions to the County Administrator.
Performs other related duties as assigned.
Conducts Plan Reviews
Conducts quarterly builders education seminars.
Sits on and acts as the secretary to the Building Board of Appeals.
Conducts inspections for Building Safety
Conducts Inspections for compliance with the State of Colorado Manufactured Home Code.
Maintains weekly meetings with the County Administrator to seek continued compliance with the nuisance ordinance.
Works directly with the Planning Manager to coordinate the two divisions of Development Services to efficiently serve the public.
OTHER DUTIES
Performs other related duties as assigned.
Assists with reception of incoming telephone calls and with walk-in traffic as needed.

MINIMUM QUALIFICATIONS
Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying.
Education, Experience and Licenses
Education - Associates Degree with emphasis in Building Construction/Inspection Technology, Construction Management, Architecture, Engineering, other related field or any equivalent combination of education and experience
Experience - 5 years of building construction and inspection experience, including 2 years of supervisory experience or, any equivalent combination of training and experience which provides the required knowledge, skills and ability.
Valid state driver's license and a satisfactory motor vehicle record.
KNOWLEDGE, SKILLS AND ABILITIES:.
Knowledge of: Principles and practices of applicable construction, electrical, plumbing codes, codes enforcement and zoning ordinances.
Record keeping, report preparation, filing methods and records management techniques. Basic budgetary principles and practices. Applicable state, federal and local laws, rules and regulations. Methods and techniques of research, statistical analysis and report presentation.
Administration of staff and activities, either directly or through subordinate supervision.
Computer applications related to the work.
Using tact, discretion, initiative and independent judgment within established guidelines.
Researching, compiling, and summarizing a variety of informational and statistical data and materials.
Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction.
Communicating clearly and effectively, orally and in writing.
Analyzing and resolving office administrative situations and problems.
Planning, organizing, assigning, directing, reviewing and evaluating the work of staff.

Specific vision abilities required by this job include close vision, distance vision, color vision, depth deception and the ability to adjust focus. Requires full range of peripheral vision to monitor multiple computer systems.
Requires full range of hearing to monitor multiple radio and telephone systems. Ability to hear and conduct routine conversation and to distinguish various signals, radio transmissions. Have the ability to hear a wide range of sounds, to distinguish type of sound and where it originates.
Ability to work with hands above shoulder height or arms extended at shoulder height. The employee is required to use hand to finger, handle, grasp or feel objects, tools, or controls, and reach with hands and arms, talking in person and via telephone or radio. This position is occasionally required to stoop, kneel, or crouch.
Requires repetitive movement's standard in office-related activities such as typing, and sitting and standing
WORK ENVIRONMENT:
The work environment characteristics described herein are representative of those an employee may encounter while performing the essential functions of the job.
Work is performed indoor and outdoor environment. Incumbent experiences frequent exposure to all types of weather conditions, dust, solvents, grease and oils. Requires occasional travel in an automobile in all types of weather conditions.
At times work may be performed in a quiet office. That office may (potentially) be exposed to hostile or argumentative clients.
