There is currently one (1) vacancy for a Senior Drupal & Full-Stack Systems Engineer (County classification: Senior Systems Engineerin the Information Services and Technology (IST) department).

IST seeks an experienced Senior Drupal & Full-Stack Systems Engineer to serve as the primary technical engineer for the County’s Drupal web platform, including MarinCounty.gov and other County public-facing websites. This position independently designs, develops, maintains, enhances, and troubleshoots complex Drupal solutions while ensuring security, accessibility, performance, reliability, and adherence to industry’s best practices.

As a senior technical resource within the Online Solutions Team (OST), the position will lead Drupal development and platform improvements, support the continued development of new County websites and digital services, and provide technical direction as Drupal technologies and web standards evolve. The position will also contribute to broader public-facing web technologies, including website search, crawling and indexing, search optimization, APIs, and emerging chatbot and conversational technologies.

Working collaboratively with County departments, project teams, vendors, and other technical staff, the Senior Drupal Engineer will translate business and service needs into scalable, maintainable solutions that improve how the public accesses County information and services. This is an opportunity to play a key role in advancing the County’s digital presence and shaping the future of its public-facing web platform.

Hybrid schedule: The IST Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities and/or for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

The ideal candidate is an accomplished Drupal engineer with substantial experience in designing, developing, supporting, and evolving complex, public-facing Drupal websites. They possess deep knowledge of Drupal architecture and development practices and are capable of independently serving as the primary technical resource responsible for a large and highly visible web platform.

Beyond the Drupal expertise, the successful candidate demonstrates strong expertise in modern web development, system integrations, APIs, security, accessibility, performance, and application troubleshooting. They can assess evolving software development technologies and industry practices, recommend sound technical strategies, and implement solutions that are scalable, sustainable, and maintainable over time.

Complementing their full-stack development expertise, the ideal candidate has knowledge or experience with web search technologies, including crawling, indexing, metadata, search relevance, and information retrieval, as well as an interest in emerging public-facing technologies such as chatbots and conversational AI. They are comfortable evaluating new technologies and determining how they can responsibly and effectively improve access to County information and digital services.

Equally important, the ideal candidate is also a collaborative and service-oriented technical leader who communicates complex concepts clearly to both technical and non-technical audiences, works effectively with business partners and vendors, manages competing priorities, and takes ownership of complex technical challenges. They demonstrate initiative, sound judgment, adaptability, continuous learning, and a commitment to delivering secure, accessible, reliable, and user-centered digital services for the Marin County community.

QUALIFICATIONS:
Knowledge of:

  • Application analysis, design, programming, testing, and debugging.
  • Database design and data access.
  • OnBase Document Management System.
  • Networking Principles.
  • Information and Communication Technology (ICT) Accessibility.
  • Information Security Principles.
  • Principles of customer support and service.
  • Principles and practices of technical problem solving.
  • Relational database theory and design.
  • Testing standards and procedures.
  • Principles and practices of project management, work planning, and status reporting.
  • Business processes, operating practices, and the organizational structure of a public-sector agency.

Ability to:

  • Analyze and resolve problems in applications, and software and hardware integration.
  • Apply technology to provide business solutions.
  • Create, modify, test, and implement applications using programming languages, database services, middleware services, web services and office automation services.
  • Work effectively with clients, peers, and support teams to ensure that tasks are completed accurately and in a timely manner.
  • Communicate effectively both orally and in writing.
  • Design systems that meet defined requirements, and document system designs for development, implementation, testing and client use.
  • Research potential solutions and make recommendations for implementation.
  • Develop solutions and recommend technology to provide target business outcomes.

MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES
Any six-year combination of professional experience, certification, and/or relevant coursework that demonstrates the necessary knowledge and abilities.

Examples include:

  • Twelve (12) semester units of coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience.
  • A completed certification program relevant to the assignment and knowledge and abilities necessary of the role.
  • A training program with evidence of completion providing the knowledge and abilities necessary of the role.
  • An internship and/or apprenticeship providing the required knowledge and abilities of the role.
  • Relevant professional experience demonstrating knowledge and abilities necessary of the role.
