Senior Stormwater Programs Coordinator

POSITION PURPOSE: 
The (Senior) Stormwater Programs Coordinator is responsible for overseeing municipal stormwater permit compliance activities for the City of Shelton. Housed within the Public Works Department, this position provides technical assistance, expertise, and implementation of programs to assure City compliance with the current NPDES (National Pollutant Discharge Elimination System) Phase II Stormwater Permit. The position performs development review, water quality monitoring, stormwater capital project coordination, yearly NPDES permit reporting, and field inspection tasks.

Coordinate and perform activities necessary to support City compliance with the Western Washington Phase II Municipal Stormwater Permit (MS4 Permit), including inspections, recordkeeping, annual reports, Stormwater Management Program (SWMP) Plans, and all required documentation.

Assist in the development, implementation, and ongoing administration of City policies, training, and activities necessary to ensure MS4 Permit compliance, including code enforcement and staff support.

Serve as the City’s subject matter expert by maintaining and communicating up-to-date knowledge of MS4 Permit requirements and regulatory trends to City staff and the public.

Track all MS4 Permit requirements and coordinate City activities to meet them, including public education, public involvement programs, illicit discharge detection and elimination, spill reporting, water quality monitoring, site plan review, construction stormwater pollution prevention, and annual report preparation.

Lead the City’s spill reporting program, including documentation, agency communication, and spill-reporting education for City departments, utility franchises, and the public.

Respond to pollutant spills by assisting with containment and cleanup, tracing sources, coordinating enforcement actions, and educating affected parties. Provide related training and support to City staff.

Manage the City’s illicit discharge detection and elimination program, including field investigations, outfall screenings, business inspections, pollution-prevention education, complaint response, and enforcement coordination. Ensure corrective actions are effective and sustainable.

Determine need and oversee water quality sampling and testing for surface waters and stormwater facilities, including protocol development, field sampling, laboratory coordination, data analysis, and required reporting to the Department of Ecology.

Perform and coordinate inspections of public and private stormwater facilities, maintain inspection records, and communicate results to maintenance staff and facility owners.

Investigate stormwater utility issues and perform or review analysis to determine corrective actions.

Review development proposals, permits, and land use actions for compliance with City stormwater standards. Calculate fees; issue stormwater utility connection, site development, fill/grade, and erosion control permits; and coordinate permitting with other departments and agencies.

Maintain and improve systems for tracking stormwater facility maintenance needs required for MS4 Permit compliance. Coordinate maintenance activities and assist with developing and administering surface water utility maintenance contracts.

Identify grant opportunities supporting the stormwater utility; assist with applications and maintain grant documentation and reporting in coordination with the Public Works and Finance Departments.

Lead meetings and communication with citizens, HOAs, business groups, and others regarding storm and surface water management inquiries, complaints, and requests.

Respond to public inquiries related to stormwater conveyance, water quality, flooding, and erosion.

Draft and recommend standard operating procedures, development standards, and related plans for the storm and surface water utility and MS4 Permit compliance.

Provide technical writing support to City staff and leadership, including preparation of City Council briefings, resolutions, and presentations.

Help maintain accurate stormwater utility data in the City geographic information system (GIS) and use the City’s asset management and work order software to generate work orders and track stormwater infrastructure conditions.

Participate in regional stormwater coordination meetings and professional networks; represent the City in external forums.

Assist in managing storm drainage projects identified in City plans and operations programs to maintain and upgrade existing infrastructure.

Maintain public records in accordance with State and City requirements and support public records responses related to storm and surface water management. Uphold confidentiality and professional standards in handling City, employee, and customer information and records.

EDUCATION AND EXPERIENCE: Experience: Two years of relevant experience in storm and surface water management. Relevant experience includes inspections of storm drainage and water quality treatment systems; design and design review of storm drainage and surface water quality treatment systems; experience in monitoring surface water quality; and NPDES municipal permit implementation.

Education: Two years of college level courses in civil or environmental engineering, environmental science, biology, chemistry, water resources, or related field. A bachelor’s degree in science or engineering is desirable.Applicants with the equivalent combination of education and experience that provides the applicant with the knowledge, skills and abilities required to perform the job may be considered.The work environment conditions described here are representative of those an employee encounters while performing the essential functions of this job.
