OVERALL RESPOSIBILITIES

 

The HR Specialist is responsible for the onboarding process, HRIS management, and providing overall administrative, logistical, and coordination support to the Country team. They support the Country Human Resources and F&A Director and assist with the coordination of activities initiated by and pertaining to project offices. The HR Specialist is responsible for a full range of duties including but not limited to processing employment letters and terms of assignments, updating the HR database and creating reports, preparing correspondence and presentations, and acting as a resource person for answering HR inquiries. The HR Specialist will be involved in additional HRM projects, as requested. The HR Specialist is aware of and adheres to human resources-related laws and regulations and with MSH’s Procurement Integrity standards. They handle information and documents relevant to human resources with a high degree of confidentiality, discretion, and attention to detail.   

 

SPECIFIC RESPONSIBILITIES


1. Recruitment Support

  • Facilitate applicant screening and coordinate with hiring managers throughout the recruitment process.
  • Participate in recruitment activities based on the position grade and organizational requirements.
  • Support HR administrative activities, including scheduling assessments and interviews, conducting reference checks, and maintaining recruitment documentation.

 

2. New Employee Onboarding

  • Coordinate and facilitate the onboarding process for all new employees.
  • Ensure new staff receive the required staff information pack before their reporting date.
  • Ensure employees receive identity and health insurance cards and complete all required enrollment forms.
  • Process work permits and related documentation for expatriate employees.
  • Coordinate employee orientation sessions, including interim orientation during the first week of employment and general orientation on a monthly basis.
  • Follow up with supervisors and new employees to ensure all onboarding requirements are completed.
  • Maintain and provide weekly updates to the onboarding tracker.

 

3. HRIS and Employee Data Management

  • Process employee status changes and other employment actions in the appropriate HRIS.
  • Maintain accurate and up-to-date employee information in HR databases and payroll systems.
  • Ensure relevant employment changes are communicated promptly to employees and concerned stakeholders.

 

4. Personnel Records Management

  • Maintain complete, accurate, and confidential employee personnel files.
  • Routinely file HR documents and ensure personnel records remain current and complete.
  • Conduct annual personnel file audits and address any identified gaps or discrepancies in a timely manner.

 

5. Leave, Pension, and Insurance Administration

  • Manage employee leave records, ensuring all leave requests are properly authorized and accurately recorded in the leave database.
  • Verify leave information against timesheets during payroll processing to ensure accurate payroll inputs.
  • Share updated leave information with staff on a weekly basis.
  • Support and coordinate pension and insurance-related processes for employees.

 

6. Employee Benefits and Medical Insurance

  • Coordinate with the Country HR Manager and Finance & Administration Director on the administration of employee benefits.
  • Ensure employee medical insurance information is accurate and up to date before processing payments.
  • Liaise with medical insurance providers to resolve employee medical insurance-related issues and concerns.
  • Maintain accurate records of employee benefits and insurance enrollment.

 

7. Employee Separation

  • Coordinate employee separation processes in accordance with organizational policies and procedures.
  • Prepare employment separation and confirmation letters, including confirmation of the employee's final date of employment.
  • Provide departing employees with relevant benefits and separation information.
  • Schedule and coordinate exit interviews and ensure required separation documentation is completed.

 

8. HR Projects and Other Responsibilities

  • Provide support for HR initiatives, projects, and activities as assigned by the HR Manager based on organizational needs.
  • Contribute to the continuous improvement of HR administrative processes and employee services

QUALIFICATIONS

Qualifucations


  • Bachelor’s degree in human resources or equivalent relevant education
  • At least 3-5 years relevant working experience
  • Basic knowledge of employment legislation
  • English fluency and strong administrative, organizational, and written and verbal communication skills.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients and consultant’s environment.
  • Ability to work independently with minimum supervision, execute tasks efficiently and is proactive. 
  • Excellent organizational and prioritization skills, and attention to detail.
  • Advanced computer skills in word processing, database, presentation, organizational chart and spreadsheet applications; Microsoft Office preferred, along with ability to learn new software packages.
  • Demonstrated competence to assess priorities and manage a variety of activities.
