Building Inspector I

SUMMARY OF JOB PURPOSE

The building inspector will perform all work associated with the inspection of buildings for compliance with all International, Uniform, and National Building Codes adopted by the Board of County Commissioners. Hereafter referred to as “building codes”.

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following:

• Perform building inspections for compliance with all building codes.
• Review permit applications for all types of building construction.
• Efficiently write correction notices for deficiencies in construction jobs as needed.
• Determine cost evaluations for building permits.
• Analyze submitted plans for the type of building construction and occupancy group.
• Determine building setbacks from property lines by criteria established by County Zoning Codes.
• Review and approve building, electrical, mechanical, and plumbing documents for permits.
• Review plans and communicates with licensed design professionals, contractors, and owner-builders for compliance with adopted building codes.
• Under the supervision of the Building Official, write letters to licensed design professionals, contractors, and owner-builders concerning questions regarding building codes.
• Under the supervision of the Building Official, learn to research alternate methods of construction approved by ICC, IAPMO, and other approved agencies for alternative construction methods.
• Complies with all Elko County policies and department procedures.
• Accurately, dependably, and promptly finishes assignments.
• Keeps supervisor informed of work status and pertinent issues.
• Communicates tactfully and skillfully with co-workers, customers, and the general public.
• Perform professionally and efficiently under pressure.
• Maintains business confidence.
• Listens carefully and effectively and responds appropriately.
• Represent the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public. 
• May be required to be on-call and work occasional weekends and/or holidays.

• High school diploma or equivalent
• 4 years of progressive building-related construction experience; or 1 year of technical/vocational training in building codes; or equivalent combination of training and work experience; Pertinent Federal and State codes, regulations and laws regarding buildings and construction
• Commercial Building Inspector from the International Code Council (ICC) within 1 year of hire
• Residential Building  Inspector from ICC within 1 year of hire

Knowledge

• Standard Building codes adopted by Elko County (ex. I.B.C., I.R.C., U.M.C., U.P.C., and the N.E.C.)
• Proper construction procedures, methods, and practices.
• Basic enforcement principles regarding building and zoning code violations.
• Proper safety procedures for working in construction sites and around equipment.
• Basic zoning procedures and codes.
• Pertinent Federal and State codes, regulations, and laws regarding buildings and construction.

Skills 

• Demonstrating excellent interpersonal skills especially in dealing with the public.
• Managing time effectively.

Abilities

• Work with and communicate technical information to the public.
• Read, interpret, apply and explain basic building plans, blueprints, specifications, and building codes.
• Organize time and coordinate with the public and contractors to perform work efficiently.
• Attend training and apply the knowledge obtained to practice.
• Interpret and apply knowledge of the building codes regulating construction.
• Develop and maintain effective working relationships with the public, contractors,
• County employees, other government employees, and community groups.
• Operate a personal computer.
• Ability to complete the following building inspections for the classification of Building Inspector I:

1. Basic single and multi-family residential inspection
2. Electrical services for different type applications
3. Foundation systems for Manufactured Home single-family residential
4. Foundations and footings
5. Decks and patio covers
6. Accessory structures

An employee in this position must meet the following physical requirements upon application:

• Crawl around in a confined space (e.g., crawlspaces)
• Climb ladders up to 30’
• Pull/lift yourself up/out of areas
• Ability to drive a vehicle to inspection sites, sometimes in inclement weather and long distances.
• Work is performed in an outdoor setting. Outdoor work is required in inspections of various land use developments and construction sites. 
• Frequently required to talk or hear; sit; use hands to feel or operate objects, tools, controls; and reach with hands and arms. The employee is required to stand or walk.  
• Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
• Frequently lift and/or move objects up to 35lbs and infrequently lift and/or move up to 75 pounds.
• Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
• Frequently works in outside weather conditions. The employee is occasionally exposed to heat and cold, wet and or humid conditions or airborne particles.
• The noise level in the work environment is usually quiet in the office and moderate in the field.
