Description

The City of Bellevue Transportation Department is seeking an Associate Transportation Planner who is self-motivated and team-oriented to join our team of progressive professionals in the Transportation Planning Division.

The Transportation Planning Division works closely with the Transportation Commission, the City Council, a broad cross-section of disciplines within the City of Bellevue staff organization, other boards and commissions, and community members to establish and support the vision for multi-modal mobility, develop and implement policy and code, and engage the public on options to improve, maintain, and sustain the city’s multi-modal transportation network. 

The Associate Transportation Planner will work on a variety of transportation planning policy, planning, and code projects to keep Bellevue moving forward. These projects and plans may be citywide in scale or focused on specific transportation corridors, neighborhoods, light rail station areas or specific mobility topics. Representative responsibilities include supporting policy, plan and code development and the planning, programming, and prioritization of the project concepts to address performance target gaps for the bicycle and pedestrian networks, collaborating with partner agencies to identify potential transit speed and reliability projects, and supporting project managers in their work with the Transportation Commission to prepare transportation policy, plan and code recommendations.

The Associate Transportation Planner will develop and support innovative plans, codes, projects and programs that enhance mobility and safety in Bellevue. Examples of primary responsibilities include:

  • Project Development and Support – Serve as subject matter expert or task lead for long-range transportation plans, transportation corridor plans, transportation code updates, and pedestrian and bicycle network improvement projects. 
  • Community Engagement – Prepare communication tools (publications, graphics, online questionnaires, etc.) for businesses, residents, and other community members, be a resource at open houses, collect data and user feedback to evaluate transportation project concepts, and prepare summaries to be shared with the public and decision makers. 
  • Transportation Commission Support – Provide backup support to staff the Transportation Commission, including preparation of agendas, and managing logistics and technology applications to ensure the Commission meetings are accessible to the public. The Transportation Commission typically meets in the evenings on the second Thursday of every month.
  • Planning, Research, and Communications – Analyze and support implementation of City transportation policies, plans, codes, practices, and projects accounting for best practices as gleaned from conferences, webinars and professional publications, developments in the field, and applicable legislation by other levels of government.
  • One-City Coordination – Collaborate effectively with internal and external workgroups to ensure that intended outcomes of transportation projects achieve the city’s long-range vision for the multi-modal transportation network. 

Supervision Received and Exercised

  • The Associate Transportation Planner will work under the general supervision of the Principal Transportation Planner. 

Knowledge, Skills, and Abilities

Knowledge of:

  • Transportation (especially, active transportation) planning principles, practices, and methods as applicable to a municipal setting. 
  • Transportation policies, plans and codes, including the preparation of staff recommendations, the process of public vetting and adoption, implementation and monitoring.
  • Research methods and the ability to compile and analyze data in preparing policy and code recommendations and plans.
  • National Association of City Transportation Officials (NACTO) and Vision Zero, Safe Systems, and Complete Streets concepts and approaches to designing and managing urban streets.
  • Bellevue’s adopted plans, including the Mobility Implementation Plan and Vision Zero Strategic Plan.
  • Community engagement techniques, including equitable engagement practices
  • Geographic Information Systems (GIS) software to derive geospatial insights that support decision-making.
  • Adobe Illustrator, Photoshop, and InDesign to create graphics and reports.
  • Microsoft Office software to prepare documents, presentations, and spreadsheets.

Ability to:

  • Think conceptually, research complex issues, observe and evaluate trends, and analyze and extrapolate logical conclusions from large data sets.
  • Prepare and deliver presentations to boards, commissions, community groups, and the general public.
  • Write clear and concise reports, memos, policies, codes, and plans.
  • Communicate technical information in a non-technical manner with individuals and groups on complex planning policies, plans or codes.
  • Establish and maintain effective working relations with city staff, staff of other agencies, and the community. 
  • Participate as subject matter expert in technical working groups with other City divisions to ensure appropriate Transportation Department representation, involvement and feedback at all stages of project development and implementation.
  • Manage time on multiple projects, priorities, competing deadlines with attention to detail in a dynamic work environment.

Education, Experience, and Other Requirements

  • Graduation from an accredited four-year college or university in transportation, land-use planning, urban planning or a closely related field.
  • Minimum: 3 years of experience that provides the applicant with comprehensive knowledge of planning principles, practices, and techniques as they relate to transportation, land use, the environment, or other related areas. 
  • Preferred: Master's degree and American Institute of Certified Planners (AICP) certification.
  • Or any demonstrated combination of education and experience.

  • The noise level in the work environment is usually moderately quiet. 

Flexible/Hybrid Working

A hybrid work schedule is available for this position after an orientation period. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
