Job Description:
Position Overview:
Reporting to the Director, HCM Systems & People Analytics, the Manager, HCM Systems and People Analytics is responsible for the operational leadership, administration, optimization, and ongoing support of Scarborough Health Network's HR systems, including Workday and Parklane.
The Manager oversees a team responsible for HR systems administration, reporting, workforce analytics, system maintenance, user support, and continuous improvement activities that enable efficient and effective HR operations. Working closely with Human Resources, Payroll, Finance, Information Technology, Occupational Health & Safety, and operational leaders, the role ensures HR systems are configured, maintained, and optimized to support workforce planning, talent management, compliance, reporting, and employee lifecycle processes.
The Manager is accountable for the integrity, security, and effectiveness of HR data and systems, while driving operational excellence through process improvement, system adoption, workforce analytics, and customer service. The successful candidate combines strong HR systems expertise, people leadership, and business acumen to support SHN's People Strategy and operational priorities
Responsibilities
HR Systems Operations & Optimization
- Provides operational leadership and oversight for Workday and Parklane, ensuring system reliability, performance, availability, and alignment with business requirements.
- Oversees the day-to-day administration, maintenance, configuration, security, support, testing, upgrades, releases, and enhancements of HR systems.
- Monitors and resolves system issues, defects, and service requests, ensuring timely escalation and resolution.
- Maintains system documentation, configuration standards, operating procedures, and support processes.
- Evaluates existing workflows and business processes and implements system-based solutions to improve efficiency, accuracy, compliance, and user experience.
- Identifies and implements opportunities for automation, standardization, and optimization of HR system functionality.
- Leads and supports system-related projects, enhancements, upgrades, testing, and change management initiatives.
- Ensures systems, workflows, and business processes remain aligned with collective agreements, organizational policies, legislative requirements, and operational needs.
- Monitors industry trends and best practices in HR systems administration and recommends enhancements to improve system performance and service delivery.
Workforce Analytics, Reporting & Data Governance
- Oversees workforce reporting, dashboards, scorecards, and analytics to support operational and strategic decision-making.
- Develops and monitors key workforce metrics related to recruitment, retention, attendance, vacancies, workforce planning, and employee lifecycle activities.
- Ensures the accuracy, integrity, security, and completeness of workforce data through strong data governance, audit, and quality assurance practices.
- Analyzes workforce trends and provides recommendations and insights to support organizational priorities and operational improvement.
- Develops reports, executive dashboards, presentations, briefing notes, and communications for leaders across the organization.
- Establishes and maintains data governance standards, data quality controls, and audit practices to support effective decision-making and compliance requirements.
Leadership & Stakeholder Partnership
- Leads, coaches, develops, and evaluates a team of HR Systems and Workforce Analytics professionals.
- Establishes service standards, priorities, and performance expectations to ensure effective system support and reporting services.
- Partners with stakeholders to identify business needs and deliver system solutions that improve operational effectiveness and user experience.
- Builds and maintains strong relationships with internal stakeholders and external vendors to ensure effective service delivery and system performance.
- Oversees user training, system communications, and adoption activities to promote effective utilization of HR systems.
- Promotes a culture of customer service, accountability, collaboration, innovation, and continuous improvement across the HR Systems function.
Requirements
- Bachelor's degree in Human Resources, Information Systems, Business Administration, Health Administration, or a related field.
- CHRL designation and/or relevant professional certification considered an asset.
- Minimum 5 years of progressive experience in HR systems, HRIS administration, workforce analytics, or related HR operations.
- Preferred 3 years of leadership experience managing teams and operational services within a large, complex, unionized environment.
- Demonstrated experience supporting and administering Workday, including configuration, business processes, security, reporting, testing, maintenance, and system enhancements.
- Experience supporting Parklane and occupational health systems is considered an asset.
- Strong understanding of HR operations, workforce planning, employee lifecycle processes, reporting, and workforce analytics.
- Experience managing system upgrades, releases, testing, vendor relationships, issue resolution, and continuous improvement initiatives.
- Knowledge of data governance, privacy requirements, system security, and reporting best practices.
- Experience in a healthcare environment and knowledge of collective agreements are preferred.
- Knowledge of applicable employment and labour legislation, including the Employment Standards Act, Human Rights Code, Labour Relations Act, and Occupational Health and Safety Act.
- Strong analytical, problem-solving, communication, stakeholder management, and customer service skills.
- Advanced proficiency in Microsoft Office applications, particularly Excel, Word, PowerPoint, and Outlook.
