Salary Range: $3,447.76 - $5,093.93 Biweekly / $89,641.76- $132,442.18 Yearly

Reports To: Talent Development Manager (HR)

The Regional Center of the East Bay (RCEB) is one of 21 Regional Centers that are community-based, private non-profit corporations under contract with the California Department of Developmental Services. RCEB provides intake, assessment, diagnosis, and coordinates community-based services for over 25,000 children and adults with developmental disabilities in Alameda and Contra Costa counties. 

RCEB envisions a future where persons with developmental disabilities are truly a part of the community. Persons with developmental disabilities receive supports and services they need to succeed. The supports and services change as the need changes.

In our dream, children with developmental disabilities live with families in typical communities. Many choose to attend their neighborhood schools and play with neighborhood friends. Adults with developmental disabilities live in the residence of their choice – with family members, with friends, or with their spouse / significant other. They engage in activities of their choice – work, volunteering, education, training, or leisure. They have meaningful relationships with friends and coworkers and are seen as valuable, contributing members of their communities.

Role Description:

The Communications and Public Information Officer is responsible for advancing RCEB’s mission, values, and strategic priorities by planning, coordinating, and implementing the agency’s communication and engagement strategies. The position develops and delivers clear, timely, accessible, and consistent internal and external communications that promote transparency, strengthen employee and community engagement, and build trust among staff, individuals served, families, community partners, and other stakeholders.

This role manages RCEB’s public information and communication channels, including the agency website, intranet, newsletters, press releases, social media, publications, presentations, and other digital and print materials. The position collaborates across departments and with agency leadership to communicate organizational priorities, major initiatives, operational changes, and information affecting the communities served by RCEB. This position requires a high level of strategic and cross-functional thinking, exceptional writing and storytelling skills, sound judgment, and the ability to manage multiple priorities and respond effectively to emerging or sensitive communication needs. The position must exercise a high level of discretion when navigating confidential or sensitive matters and ensure communications are culturally responsive, inclusive, accessible, and aligned with RCEB’s mission and values. Additionally, this role will develop and maintain a comprehensive brand toolkit to promote consistent messaging and visual identity across presentations, communications, publications, training materials, and other organizational resources.

Duties and Responsibilities:

  • Develop and implement RCEB’s internal and external communication strategies, campaigns, and public information efforts across print, digital, web, press, and social media channels.
  • Collaborate with leadership and departments to create timely, clear, and accessible communications regarding organizational priorities, initiatives, operational changes, and other important agency information.
  • Manage content for RCEB’s website, intranet, newsletters, social media platforms, and other communication channels in collaboration with IT and agency staff.
  • Develop and publish high-quality materials, including annual reports, newsletters, press releases, presentations, brochures, fact sheets, campaign materials, and other internal and public-facing resources.
  • Serve as RCEB’s media and public information contact by coordinating press inquiries, public relations activities, media responses, and crisis communications during emergencies, service disruptions, organizational changes, or sensitive matters.
  • Attend RCEB events and activities to provide communications and media support, including photography, content development, and documentation for agency publications and digital platforms.
  • Develop and maintain RCEB’s branding, web governance, communication standards, and brand toolkit to ensure consistency across written, visual, digital, presentation, and training materials.
  • Ensure communications are accessible, culturally responsive, inclusive, and available in appropriate languages and formats for individuals with intellectual and developmental disabilities, multilingual communities, and other diverse audiences.
  • Develop, administer, and evaluate surveys, communication metrics, and engagement data.
  • Conduct other duties as required.

Minimum Qualifications:

            Education:

  • Bachelor’s degree in communications, public affairs, journalism, education or any other closely related field. Master's degree preferred.

Experience and Capabilities:

  • Minimum of five (5) years of progressively responsible communications, public affairs, community engagement, or related experience, preferably within a public agency, nonprofit organization, or other large, multi-tiered organization.
  • Exceptional written, verbal, interpersonal, presentation, public speaking, and facilitation skills, with the ability to communicate effectively with staff, leadership, community partners, businesses, and diverse constituents.
  • Demonstrated ability to develop and implement communication strategies, manage multiple priorities and deadlines, exercise sound judgment, and maintain confidentiality.
  • Experience developing and managing internal and external communications, public relations, community outreach, organizational branding, style guides, and print and digital content.
  • Experience managing websites, content management systems, social media platforms, newsletters, and other digital communication channels.
  • Knowledge of accessibility standards, plain-language principles, culturally responsive communication, and inclusive practices for individuals with intellectual and developmental disabilities, multilingual communities, and other diverse audiences.
  • Ability to use communication metrics, engagement analytics, surveys, and performance data to evaluate effectiveness, improve communication strategies, and support organizational decision-making.
  • Proficiency with Microsoft Office Suite, including PowerPoint, Word, Excel, and SharePoint, and communication and design tools such as Canva and Mailchimp.
  • Possession of a valid California driver’s license and satisfactory driving record; possession of or access to a vehicle insured as required by law; and the ability to travel during working hours and respond to occasional after-hours emergencies.

 

Physical Requirements:

The physical requirements described below are representative of those necessary to perform the essential functions of this position, with or without reasonable accommodation.

  • Primarily sedentary work involving frequent computer use and routine movement within the workplace.
  • Occasionally lifts and carries work materials and equipment, such as a laptop, weighing up to 10 pounds.
  • Ability to travel between RCEB offices, event locations, provider sites, and other community settings, as required.

 

Work Environment:

  • Work is generally performed in an office environment with moderate noise.
  • The position may occasionally involve interaction with individuals experiencing distress.
