Job Description:

Parsons is looking for an amazingly talented AI Learning & Digital Competency Specialist  to join our team!

The AI Learning & Digital Competency Specialist will be responsible for supporting the development and implementation of AI-enabled learning, digital competency, and technology-driven capability development programs within the Quality Division. The role will focus on assessing digital competencies, identifying technology and AI capability gaps, developing digital learning solutions, and supporting the adoption of AI and digital tools to improve quality performance, compliance, productivity, and continuous improvement.

The position will work closely with the Competency Program Manager, Quality Management team, Digital Transformation teams, IT, Discipline Leads, and project stakeholders to establish digital competency requirements and implement practical learning solutions aligned with project needs and emerging technologies.

What You'll Be Doing:

• Develop and implement AI and Digital Competency Frameworks for Quality and project personnel.
• Identify digital competency requirements based on project roles, responsibilities, systems, and future technology needs.
• Conduct AI and digital skills assessments to identify competency gaps across Quality and relevant project functions.
• Develop and maintain digital competency matrices and role-based digital capability profiles.
• Design and implement AI-focused learning and development programs for Quality personnel.
• Identify opportunities to use Artificial Intelligence, automation, data analytics, and digital platforms to improve Quality processes.
• Develop learning pathways covering AI awareness, digital tools, data literacy, automation, and technology-enabled Quality Management.
• Support the development of AI-enabled learning content, digital training materials, interactive modules, and knowledge resources.
• Evaluate emerging AI tools and digital technologies for potential application within Quality and competency management activities.
• Support the implementation of AI-assisted tools for quality reporting, data analysis, document review, knowledge management, and lessons learned.
• Develop digital learning solutions using Learning Management Systems (LMS), e-learning platforms, virtual learning, and other digital technologies.
• Establish digital competency assessment methods, including online assessments, practical evaluations, simulations, and technology-based testing.
• Monitor and evaluate the effectiveness of AI and digital learning programs.
• Develop dashboards and analytics to monitor digital competency, training completion, assessment results, and capability development.
• Support the development of AI and digital awareness programs for Quality Engineers, Inspectors, Auditors, and project personnel.
• Coordinate with Subject Matter Experts to develop technically accurate digital learning content.
• Establish and maintain a Digital Competency and Training Register.
• Monitor mandatory digital training and competency requirements and ensure timely completion.
• Support Quality teams in adopting digital platforms, applications, and technology-enabled workflows.
• Identify opportunities to reduce manual processes through automation and AI-enabled solutions.
• Support the development of digital Quality tools, templates, workflows, and knowledge repositories.
• Analyze Quality performance data to identify trends, recurring issues, competency gaps, and opportunities for improvement.
• Support the integration of AI, data analytics, and digital learning insights into Quality improvement initiatives.
• Develop and maintain digital knowledge libraries covering Quality procedures, lessons learned, technical guidance, and best practices.
• Promote a culture of digital learning, innovation, continuous improvement, and technology adoption across the Quality Division.
• Support the Competency Program Manager in developing annual AI and digital competency plans.
• Prepare periodic management reports covering digital competency status, AI adoption, training performance, and improvement initiatives.
• Develop and monitor AI & Digital Competency KPIs.
• Support internal and external audits by providing objective evidence of digital competency, training, and qualification compliance.
• Ensure all AI and digital learning initiatives comply with organizational policies, project requirements, information security requirements, and applicable data governance principles.
• Promote responsible and effective use of AI within the Quality function, including appropriate human review and validation of AI-generated outputs.
• Continuously research emerging technologies and recommend relevant solutions to improve project Quality and competency performance.

What Required Skills You'll Bring:

• Bachelor’s degree in Engineering, Information Technology, Computer Science, Quality Management, Business Administration, or a related discipline.
• 10+ years of relevant experience in digital learning, competency management, digital transformation, Quality Assurance, technology-enabled training, or related fields.
• Proven experience implementing digital competency or learning programs within major airport, infrastructure, construction, engineering, or large-scale project environments.
• Strong understanding of AI technologies, digital learning platforms, data analytics, and technology-enabled competency development.
• Experience developing competency frameworks, digital skills assessments, and structured learning programs.
• Good understanding of Quality Management Systems and their application within project environments.

• AI / Machine Learning / Generative AI certification from a recognized provider.
• Digital Transformation or Digital Learning certification.
• Learning & Development, Instructional Design, or Learning Management System (LMS) certification is preferred.
• ISO 9001 Lead Auditor / Internal Auditor certification is an advantage.
• Professional Quality certification such as CQE, CQA, or equivalent is an advantage.
• PMP or equivalent project management certification is an advantage.
