Description

The  Electrical & Instrumentation Supervisor is responsible for the automation, instrumentation, and electrical needs of the Process Control & Electrical staff.  Supports troubleshooting, repairs, and preventative maintenance and documentation for over 100 remote City Water and Wastewater sites, including the Water Reclamation Plant.

  • Interacts regularly with water and wastewater operational crews to monitor equipment reliability, track departmental needs and make recommendations to existing systems.
  • Interacts daily with Process Control and Electrical staff to review new and ongoing work assignments and tasks. 
  • Performs system configuration programming related to the operation and maintenance of Supervisory Control and Data Acquisition (SCADA) systems for the supply, treatment, production and distribution of water and the collection and treatment of wastewater.
  • Aids in the designs, codes, debugs, and implements process control programs, graphical displays, real-time and historical databases.
  • Diagnose failures, improper installations and improper configurations of systems and equipment; and makes system improvement recommendations to Manager. 
  • Procure equipment and parts for O&M and Capital projects; ensures proper equipment arrives on time to minimize delays.
  • Review documentation of electrical, control, and communications systems.
  • Coordinate emergencies such as power outages, control system failures and communication failures; minimizes downtime of system operations.
  • Examines and distributes Preventative Maintenance and Demand Maintenance work orders to achieve alignment of Work Order system records and actual hours worked.
  • Supervises and evaluates staff including the delegation of work, performance reviews, training and development, and discipline in accordance with City policies, procedures and union contracts.
  • Capable of monitoring crew and ensures work is being completed in accordance with departmental expectations. 
  • Monitor and track staff work hours and approve timesheets in accordance with City Policy and Union Contracts. 
  • Performs other related duties, as assigned.
  • Master Electrician License with the State of Michigan, or ability to obtain within six (6) months.
  • Capable and willing to hold the Master of Record title for the City of Kalamazoo Public Services Department and/or bachelor's degree in engineering or a related field, with minimum of five (5) years of experience in electrical, civil, and/or mechanical engineering.
  • Knowledge of 3 phase AC power, NEC code, AC/DC electrical circuits and various types of control and power drawings.
  • Ability to read and understand electrical schematics and one-line diagrams.
  • Strong understanding of International Society of Automation (ISA) standards and NEC code
  • Knowledge of troubleshooting Programmable Logic Circuits (PLC), SCADA, and HMI systems
  • Knowledge of PLC and SCADA programming, specifically Rockwell Studio 5000 and Aveva Wonderware software
  • Knowledge of explosion proof and intrinsically safe installations.
  • Knowledge of instrumentation and calibration of instrumentation equipment
  • Strong knowledge of computer systems and Microsoft Office applications
  • General understanding of radio communications.
  • Demonstrated experience in handling large data sets and relational databases
  • Strong, clear communicator and excellent interpersonal skills; proven ability to effectively and positively communicate with the public and all levels within the organization.
  • Demonstrates a sense of urgency, prioritizes well, shows energy, responds to opportunities, instills urgency in others, and meets deadlines.
