Job Summary:
The Business Development Manager develops and executes growth strategies across the Department of War (DoW) and the broader Federal Government marketplace. This role identifies, qualifies, and advances new business opportunities; builds trusted relationships with defense agencies, program offices, contracting organizations, and industry partners; and leads capture activities from early market shaping through proposal submission. The successful candidate brings direct knowledge of DoW missions, customers, acquisition processes, and competitive dynamics, and translates customer priorities into actionable account plans, strategic partnerships, and a qualified pipeline that supports RSI’s growth objectives.
Requirements and Education:
- Minimum of 5 years of business development, capture management, account management, federal sales, or related experience, including experience supporting DoW customers
- Demonstrated ability to develop account plans, identify customer needs, shape opportunities, assess competitive positioning, and advance opportunities through formal qualification and capture gates
- Strong understanding of the Federal Acquisition Regulation (FAR), applicable defense acquisition requirements, government budgeting and procurement cycles, contract vehicles, and source-selection processes
- Experience using government procurement resources, agency forecasts, industry engagement, customer intelligence, and market research tools to identify and qualify opportunities
- Experience leading or materially supporting capture and proposal activities, including win strategy, solution development, teaming, competitive analysis, color-team reviews, and oral presentations
- Ability to establish and sustain relationships with government customers, small and large business partners, and internal technical and operational leaders
- Ability to manage multiple priorities, maintain accountability for pipeline actions, and work effectively in a collaborative, geographically dispersed environment
- Proficiency with CRM systems, pipeline forecasting, opportunity tracking, and reporting tools
- Bachelor's degree in Business, Marketing, Communications, Engineering, Public Administration, or a related field
- Must be willing and able to travel
Preferred Requirements and Education:
- Established relationships within DoW customer organizations
- Prior military, civilian government, or contractor experience supporting DoW missions, programs, installations, or operations
- Experience pursuing base operations, facility support services, technical services, program management, environmental, engineering, or related professional services
- Experience with defense contract vehicles, indefinite-delivery contracts, task-order competitions, and multiple-award environments
- Experience representing an organization at industry days, strategic engagements, conferences, site visits, and customer briefings
- Active or recently held security clearance, where relevant to assigned accounts
Clearance and Health Requirements
- Ability to obtain and maintain a Federal security clearance, if required for assigned customers or opportunities
