Description

Responsible for supervising and/or coordinating the programs and services of the Shelby County Airport including aircraft fueling operations, building and field maintenance, tenant relations, hangar leases, hangar services, construction, safety and regulatory compliance, and promotion of the airport. Responsible for coordinating assigned activities with other county departments, divisions, and contract service providers. Position requires working nonstandard hours, more than 40 hours a week, after hours, weekends or holidays as required. 

Duties and Responsibilities
  • Exercise management and oversight responsibility for all services and activities of the Airport including airport operations, building and field maintenance, safety and regulatory compliance, and promotion of the airport.
  • Creates and monitors the daily staffing schedule for airport operations.  
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. 
  • Monitors bulk fuel inventory and coordinates fuel orders in advance to ensure sufficient product availability at all times for resale. 
  • Ensures purchasing of bulk fuel for resale is performed within the requirements of Alabama bid law and monitors vendor invoicing to confirm the terms of the awarded bid and contract are satisfied.  Reviews all fuel invoices for accuracy and fuel purchase contract compliance. 
  • Coordinates scheduled fuel inventory audit inspections onsite with accounting personnel to ensure inventory controls are being met. 
  • Assist in development of marketing outreach efforts.
  • Assist in selection, training, and evaluation of airport personnel; coordinate staff training; work with employees to correct deficiencies. 
  • Ensures the operations and safety policy and procedures plan for the Airport is followed.
  • Coordinates and implements current Federal Aviation Administration and ALDOT Aeronautics regulations that apply to the airport. 
  • Continuously monitors all elements associated with FAA and ALDOT requirements onsite to ensure compliance is maintained at all times. 
  • Participates in scheduled ALDOT and FAA inspections onsite to ensure compliance. 
  • Assist with developing, negotiating and executing facility contracts, service contracts, leases and operating agreements.
  • Creates and coordinates the execution of leases and other operating agreements. 
  • Monitors insurance certificates associated with leases and other operating agreements to ensure the required terms are met. 
  • Maintains and updates as required the Airport Operations Plan. 
  • Performs routine inspections of hangars and other leased spaces to ensure the required terms are met. 
  • Review and approve tenant activities including lease compliance; ensure tenant compliance with safety regulations and facility policies and procedures; respond to customer and tenant suggestions/complaints; mediate disputes among tenants.
  • Assist the department manager with budget preparations and forecasting funding requests associated with staffing, rentals and purchasing equipment, materials and supplies.
  • Maintains and updates the Airport Master Plan and Airport Layout Plan and the Wildlife Management Plan; make recommendation for changes and improvements.
  • Conducts routine inspections of the airport property including signage and boundary fencing to ensure safety and regulatory compliance. 
  • Must have adequate understanding of the TSA Training manual to ensure current policies and procedures are being relayed to staff and routinely followed. 
  • Performs airport incident investigations and generates thorough reports when required concerning incidents involving aircraft, tenants, personnel, contractors and natural disasters. 
  • Prepares administrative and financial reports related to airport activities.
  • Represents the County when possible on panels and boards such as the Aviation Council of Alabama Board or other professional organizations. 
  • Assure that all daily, monthly, quarterly, semi-annual, and annual fuel checklists and reports are completed and correct and filed for prompt access in the event of an incident.
  • Routinely meets with tenants and other organizations to obtain feedback and communicate planned future activities at the airport. 
  • Conducts and documents safety meetings for full time and part time employees to ensure the most current operational procedures and safety practices are followed.  
  • Performs all duties in a safe and efficient manner.
  • Performs all other duties as assigned by supervision.

MINIMUM REQUIREMENTS

  • Bachelor’s Degree in Building Science, Engineering, Aviation or related fields OR a high school diploma or equivalent and eight (8) years managing and coordinating services, inspections, contract administration, and inventories in the aviation industry or a related field. 
  • Experience directly supervising or directing service employees in a lead capacity.
  • Valid Driver’s License.

PREFERRED REQUIREMENTS

  • Three years of management experience at a General Aviation Airport responsible for the delivery of tenant and general public services at a growing airport with diverse operations including associated administrative responsibilities.
  • Classes and seminars in airport operations and administration through the Federal Aviation Administration, American Association of Airport Executives and other sources.
  • Accreditation as an Accredited Airport Executive (A.A.E.) through the American Association of Airport Executives (A.A.A.E.) is desirable.

WORKING CONDITIONS

Exposure to various weather conditions, including cold, rain, heat, high humidity, direct sunlight, and other conditions associated with outside work at an airport. Exposure to electrical/radiation hazards, hazardous chemical/materials, fumes, smoke, confined or high workspaces, loud noises, and other hazards during natural and man-made disasters on the airport.

PHYSICAL REQUIREMENTS

Work is essentially light in nature. Work requires walking, standing, bending, climbing, crawling, and carrying items under 25 pounds such as books, paper, small parts, etc.
