Position Title: Refugee Foster Care Case Manager

Reports to: Refugee Foster Care Case Management Supervisor

FLSA Classification: Non-Exempt

Status: Full-time

Tier: 4

Date Written or Last Revised: June 2026

Position Summary

As the Refugee Foster Care Case Manager, you will provide comprehensive case management services to refugee youth in foster care placements, supporting their adjustment, development, and path toward stability and self-sufficiency. Working closely with youth, foster families, partner organizations, and legal systems, you will manage all aspects of service delivery in compliance with federal cooperative agreements, Reception and Placement regulations, and applicable state and federal guidelines.

Key Responsibilities

  1. Manage an assigned caseload of refugee youth in foster care, conducting monthly in-home visits and assessing each youth's progress in placement, independent living skills, academic development, and cultural adjustment.
  2. Develop and implement individualized service plans, identifying and coordinating the supports and resources needed to address each youth's needs.
  3. Prepare court reports and service plans accurately and on time, and attend all required court hearings on behalf of assigned youth.
  4. Document all case activity thoroughly and accurately, including youth-related events, case coordination, agency interactions, and interagency efforts, maintaining case files in compliance with state and federal regulations.
  5. Submit all required federal reports documenting case changes and annual outcomes.
  6. Provide crisis management and conflict resolution support for youth and foster families as situations arise.
  7. Collaborate with youth, foster families, CCS staff, and community partners to coordinate and refer best-practice services across all areas of youth development.
  8. Participate in weekly staff meetings and monthly case management meetings to support team coordination and program quality.
  9. Perform other duties as assigned.

Work Environment & Physical Requirements

  1. This position works across a variety of settings, including an office environment, the homes of foster youth and families, schools, courts, places of employment, and other community locations as needed. Regular local driving is required. The role involves extended periods of sitting and standing, walking moderate distances, and occasionally assisting youth with physical tasks such as carrying groceries or household supplies.
  2. This position works directly with refugee youth who may have experienced trauma, displacement, family separation, and significant instability. The work requires independent judgment, strong relational skills, and a deep commitment to the wellbeing of youth navigating significant life transitions. Cultural humility and the ability to build trusting relationships with young people and families navigating complex and unfamiliar systems are essential. The environment can be unpredictable, and staff in this role are expected to exercise sound independent judgment in crisis situations, including during on-call periods.
  3. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.

Qualifications

  1. Required Qualifications
    1. Bachelor's degree in Social Work or a related field, or equivalent combination of education and relevant experience.
    2. Strong oral and written communication skills in English.
    3. Advanced Spanish language proficiency, sufficient to draft reports, lead client discussions, and manage complex case documentation without translation assistance.
    4. Proficiency in computer skills required for case management documentation and reporting.
    5. Ability to work independently, manage time effectively, and meet deadlines in a field-based environment.
    6. Demonstrated ability to maintain strict confidentiality.
    7. Demonstrated problem-solving skills and the ability to anticipate and prevent issues before they escalate.
    8. Sensitivity to the needs of youth, foster families, colleagues, and volunteers, responding promptly and with care.
    9. Cultural humility and a genuine willingness to learn from and engage with diverse communities.
    10. Compassion, openness, and sound professional judgment when working with youth and families in complex and sensitive situations.
  2. Preferred Qualifications
    1. SSW or CSW licensure.
    2. Experience working directly with teenagers or youth in foster care.
    3. Experience working with multicultural populations, including the refugee community.
    4. Experience working in a nonprofit or community-based organization.

Additional Requirements

  1. Must pass a national BCI/FBI background check.
  2. Must maintain a valid Utah driver's license, be at least 21 years of age, and meet CCS vehicle safety standards.
  3. Must maintain current automobile insurance with minimum liability coverage of $50,000 per person and $100,000 per incident.
  4. This position is scheduled to work 40 hours per week, generally Monday through Friday, between 8:30 AM and 8:00 PM. This position participates in a rotating weekend on-call schedule approximately three to four times per year.
