Responsible for planning, organizing, and directing the financial activities of the department. Responsible for the preparation of the County's financial reports. Reports to the County Administration and is responsible for ensuring proper internal controls over the financial records of the County.

  • Directs, manage sand organizes the daily activities and resources of the department
  • Oversees the county’s payroll processing and benefits statement
  • Oversees the county’s accounts payable processing
  • Oversees the county’s liability insurance program
  • Oversees the preparation of the county’s annual financial statements
  • Oversees the preparation of other reports of the fiscal condition of the county
  • Oversees and manages the debt portfolio and issuance of debt

  • Assist the County Administration in preparation of the annual budget for the County, including various calculations related to the budget. Directs the preparation of the departments’ budgets; oversees compliance with the adopted budget
  • Plans, develops, implements, and evaluates fiscal policy
  • Provides advice and consultation to the County Administration and department heads on fiscal matters
  • Advises county supervisors on all financial matters of the county
  • Interprets and presents quarterly financial reports in internal and public meetings
  • Coordinates the annual audit of the county
  • Supervises departmental personnel; coordinates work activities; organizes, prioritizes, and assigns work to subordinates; monitors work in progress; assists employee concerns and problems; evaluates employee performance
  • Work with Special Projects/Grants Administrator on grants received by the County to ensure funds are properly appropriated
  • Work with Fire & Rescue Association regarding their budget; state & federal funds
  • Work and coordinate with HR to include monthly payroll changes; maintenance of the county's payroll/HR system; county health/dental insurance; VRS reporting/changes; new positions and salary increases; review of Personnel Management plan for any proposed changes, and any other joint projects/endeavors as necessary

  • Work with School finance personnel on revenue, monthly general ledger, and budget issues as necessary. Work with the Department of Human Services (DHS) personnel as needed on revenue, payroll, general ledger, and budget issues as necessary
  • Leads the development of the departmental goals, objectives, and systems; develops and monitors departmental budget
  • Prepares a variety of periodic and special financial and statistical reports
  • Ensures all finance policies, procedures, and activities comply with local, state, and federal regulations
  • Maintains a comprehensive, current knowledge of applicable laws/regulations and an awareness of new trends and advances in the field; Recommends, advises, and/or makes changes as needed to adapt

NON-ESSENTIAL JOB FUNCTIONS

  • Perform general support activities as needed to include data entry, copying documents, filing information, preparing correspondence, distributing forms, etc.
  • Provides assistance to other employees or departments as needed
  • Performs related duties as needed

Knowledge, Skills, and Abilities: 

  • Considerable knowledge of general laws and administrative policies governing municipal financial practices and procedures
  • Considerable knowledge of the principles and practices of accounting and budgeting in government
  • Thorough knowledge of the practices, methods, and laws relating to local government bond financing
  • Ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms, and records
  • Ability to develop long-range financial plans
  • Ability to hire, supervise, and lead employees in the department
  • Strong project management, time management, and leadership skills
  • Ability to effectively present information to senior management
  • Ability to speak publicly
  • Ability to operate a computer; proficiency in various software, including Word, PowerPoint, and Excel.
  • Excellent interpersonal skills and ability to work in a team environment

Education and Experience:

Education equivalent to abachelor’s degree in business management,accounting, or closely related field supplemented by6yearsofexperience and/or training that includes general management, program management, budget development, and supervision.

SpecialQualifications:

Mustpossesssatisfactory results of a criminal history background check.

Must be able to lift 5-10 pounds. Must be able to operate office and computer equipment; may involve extended periods of time at a keyboard or workstation.  Must be able to communicate orally, and perceive and discriminate colors or shades of color.   Essential functions are regularly performed without exposure to adverse environmental conditions.
