Manager (Finance), SE CDC

[What the role is]

Manage the day-to-day financial operations of South East CDC to meet the operational needs of the CDC and for timely management reporting. Ensure compliance to Corporate Governance in line Government/PA CDC policies and guidelines i.e. Government Instruction Manual (IM), CDC rules and PA staff manual etc. Ensure proper maintenance of financial records and reports, cash management and CDC budget. Provide advice to CDC staff on compliance matters relating to financial and procurement rules.

[What you will be working on]

Key duties and responsibilities that need to be performed to meet the primary objective of the job. 

• Update Redeem CDC Merchant bank account details
• Assist to prepare EIB journal eg accrual, reversal, load budget, singtel, electric bill, mirror posting etc
• Assist to monthly accounting schedule eg asset and liabilities, IEAL,  
• Verify GRO ‘s SOA reimbursement
• Verify and approval all donation rec’d via email
• Generate quarterly reports eg OE to Project, SFA
• Verify claims, uploading and updating in Teams and Excel.
• Ensure timely closure of accounting entries in both accounting and donation systems
• Maintains the finance-related inventory records in the CDC office.
• Assist in answering any finance queries related to CDC and its various schemes.
• Liaise with internal and external auditors on audit matters if necessary.
• Plan, direct and implement accounting systems, procedures and sound internal controls, in line with Government/ PA/CDC policies and guidelines.
• Provide secretariat support to the Finance Committee, such as the coordination of committee meetings, networking and appreciation functions.
• Review of workflow and processes for continuous improvement with consideration to internal control requirements.
• Assist Assistant Director on matters related to HR, Admin and Procurement

[What we are looking for]

At least three years of relevant accounting experience. Relevant working experience in Government Finance is preferred
