Job Summary
The Business Analyst supports the Office of Data and Analytics (ODA) at IDOH in delivering data, analytics, business operations, and data governance work for the Public Health Infrastructure Grant (PHIG). The role acts as a bridge between business stakeholders and technical delivery teams. It turns business needs into clear requirements and improves visibility of the PHIG portfolio through accurate tracking, documentation, and reporting. PHIG work is the primary priority, though the role may support related ODA activities that directly enable PHIG objectives. The Business Analyst reports to the Director of Data Governance and Business Operations.
Roles and Responsibilities
- Support planning, implementation, monitoring, and continuous improvement of PHIG data, analytics, reporting, and governance initiatives
- Define and document business needs, scope, deliverables, dependencies, milestones, risks, assumptions, and success measures with ODA leadership, program areas, technical teams, and grant stakeholders
- Maintain accurate, timely, and audit-ready project records, including requirements, work items, decisions, action items, status reports, risks, issues, and changes
- Partner with the Portfolio Manager and Business Operations Analysts on intake, scope definition, work planning, Azure DevOps tracking, and status reporting
- Prepare materials for grant management, leadership updates, stakeholder communications, and performance reporting
- Identify risks and dependencies that could affect timelines, data availability, or deliverables, and escalate them through ODA and IDOH governance channels
- Support long-term sustainability, usability, and adoption of PHIG-funded data products, processes, and infrastructure
Experience
- 2+ years of relevant business analyst and/or project management experience
- Experience gathering and documenting business and technical requirements and use cases
- Experience participating in and facilitating joint requirements gathering sessions
- Experience with program documentation and compliance tracking
- Experience with cross-functional and multi-stakeholder coordination
Preferred
- Experience supporting federally funded, grant-funded, or externally funded initiatives with defined deliverables and reporting requirements
- Experience with rural health, public health, healthcare access, or health equity initiatives
- Experience supporting cross-agency, cross-sector, or vendor-supported initiatives
- Experience leading workshops or training sessions with a user community
- Experience with data mapping, data lineage tools and methods, and metadata documentation
- Working knowledge of implementing and growing adoption of business applications

Eligibility and Qualifications
- Bachelor's degree from an accredited university in Information Technology, Computer Science, Public Health, Epidemiology, Statistics, Analytics, Programming, Business, or a related field, or equivalent experience
- Ability to bridge business and IT
- Ability to work in a team environment with multiple and fluid demands
- Ability to support grant-funded initiatives within defined program, fiscal, reporting, and compliance expectations
- Ability to maintain professional working relationships with internal and external stakeholders
