 A vacancy exists in the Department of Health and Human Services, Family Services.

Under general supervision, administers the Family Services Division, which includes Child Protective Services, Family Preservation Services and administrative oversight for the Child Advocacy Center, and supervises the professional and support staff engaged in the practice of social work.

Essential Job Duties
  • Program planning, development, and implementation of a continuum of in-home services to vulnerable families and children. Serves as a liaison to interagency and community workgroups.
  • Responsible for the recruitment, selection, training, and ongoing professional development of the supervisors and administrators of Family Services, including clinical case consultation.
  • Responsible for the development, dissemination, implementation, review and revision Of routine business practices and procedures to ensure compliance with regulations and laws.
  • Responsible for the general administration of the 100+ staff members of this division. Duties include strategic planning, continuous quality improvement, budget planning, and general operations.
  • Responsible for written and oral communication with local and state agencies, elected officials, clients, and agency employees regarding matters related to the operation of Family Services.
  • Responsible, along with program administrators and unit supervisors, for securing ongoing professional development for all Family Services staff to ensure professional standards are met. 
Examples of Other Duties
  • Represents the agency at meetings and conferences.
  • Serves on various committees, boards, and commissions.
  • Participates in public relations and education regarding services provided.
  • Performs other related duties as required.
  • Participates as needed in agency’s mandated obligation to provide mass care and shelter under direction of County or State Emergency Operations Center.

Required Education and Experience
Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education;
Plus
At least eight years’ experience rendering professional social work services, of which four of those years were in a supervisory, consultant, or teaching capacity.
 
Education beyond a master’s degree from an approved college or university in the field of social work may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

  • Comprehensive knowledge of social work principles and practices. 
  • Comprehensive knowledge of current social, economic, and health programs, resources, and trends. 
  • Comprehensive knowledge of case management and clinical counseling principles and practices. 
  • Thorough knowledge of social work program administration and evaluation.
  • Skill in supervising and evaluating professional and non-professional staff. 
  • Skill in planning, organizing, evaluating, and developing social services programs. 
  • Skill in administering the grants and budgets of social services programs. 
  • Skill in interpreting Federal, State, and local regulations, procedures, and guidelines. 
  • Skill in the preparation of written correspondence and reports.
  • Ability to effectively integrate and coordinate the activities of the program with other programs and services. 
  • Ability to establish and maintain effective working relationships with all contacts.

Knowledge, Skills, and Abilities (Full Performance)
  • Comprehensive knowledge of applicable Federal, State, and local regulations, procedures, and guidelines. 
  • Thorough knowledge of County and departmental rules, regulations, policies, and procedures relating to the performance of duties.
  • Thorough knowledge of the organization and operations of the department, County, and other agencies affiliated with the program.
  • Skill in integrating and coordinating the activities of the bureau with other social service programs and services.
Licenses and Certificates
Possession of a license, issued by the Maryland State Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application.  Some positions require possession of a LCSW-Clinical license issued by the Maryland Board of Social Work at the time of appointment.

Preferred License
Must be a Maryland State Board of Social Work Examiners Board Approved Supervisor.

Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions within this classification at the time of appointment.

Employees must maintain licenses and certifications throughout the course of their employment.

Proof of Licenses, Certifications and Education  
Applicants are required to submit proof of professional licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.


Physical and Environmental Conditions
This position is essentially sedentary with occasional walking, lifting, or other restricted physical activities. Position may require traveling between work sites.  Position may be required to respond to emergency situations and work overtime with little or no notice.

Licenses and Certificates
Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Certified Social Worker is required at the time of application.

Medical Examination and Employment Background Investigation
