The Work Unit: Newcomer Health Program (NHP) is a program within the Health Equity (HE) Branch. The purpose of the program is to conduct surveillance to detect, prevent and control diseases and evaluate existing health programs to improve the health of refugees and/or immigrants that are newly arrived in the United States. The program: 1) enhances existing surveillance networks for communicable and non-communicable diseases, including, but not limited to: vaccine-preventable diseases, malaria, hepatitis, intestinal parasites, nutritional deficiencies and anemia; 2) evaluates the health status of refugees and/or immigrants for the purposes of informing and improving U.S. programs for overseas and the post-arrival health assessments and interventions, such as presumptive treatment for parasitic infections; and 3) improves the health of refugees and/or immigrants undergoing U.S. resettlement and protects the health of their receiving communities by controlling the spread of communicable diseases. This program addresses the “Healthy People 2020” focus area(s) of Global Health. The program is also responsible for monitoring all refugee screening data received from a number of community health clinics that perform the refugee health screening and distribute this data to a variety of internal and external partners, including local, state, and federal public health authorities and agencies. DCPHR, and the PHIRR Branch, operate on the belief that all people -- no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability or geographic location -- should have the opportunity to live healthy lives. The NHP at Colorado Department of Public Health and Environment (CDPHE) supports the Colorado Refugee Services Program (CRSP) in the resettlement of refugees in Colorado and promotes their advancement toward self sufficiency and long-term integration into U.S. culture. CDPHE serves all Office of Refugee Resettlement (ORR)- eligible populations—refugees, asylees, Special Immigrant Visa holders, victims of severe trafficking, Cuban/Haitian entrants unaccompanied refugee minors, certain humanitarian parolees, and certain Ameriasians. Program staff support CRSP in developing state-level policies and rules; train county staff on policies, procedures, and processes; provide technical assistance to counties; report to the federal government federal programs; monitor clinic and county performance; and allocate funds 


What You Will Do: 

This position provides programmatic and administrative support to address Domestic Medical Exam requirements, and access to healthcare issues on the part of the State of Colorado, and its partners. The position is a member of a collaborative team, and works closely with program leadership, program staff, state partners, and contractors to contribute to programmatic goals, objectives, and reporting methods for improving and referring newcomer populations to appropriate health care after resettlement and ongoing. 

  • Supports CDPHE and CRSP management in managing the performance of contracted partners, including clinics performing the Domestic Medical Exam, and intensive case management providers, to ensure compliance with contract deliverables, requirements, and applicable federal and state regulations. 

  • Facilitates strong partnerships with contractors through written and verbal communications, meeting facilitation, technical assistance, and clear protocols. 

  • Serves as a liaison between refugee resettlement agency staff and contracted medical providers to ensure efficient and effective coordination of Domestic Medical Exams.

  • Coordinates the administrative provision of both physical and mental health screenings, as well as troubleshoots access-to- health services, including the access to available health benefits.

  • Collaborates closely with other State agencies and divisions which have programming that affects and supports health during refugee resettlement, such as Colorado Department of Labor and Employment (CDLE) and Health Care Policy and Financing (HCPF). 

  • Ensures coordination and maintenance of solutions are in place related to benefits coordination, including troubleshooting and solution-identification when issues with health benefits are identified.


Key Responsibilities:

  • Partnership Coordination and Support: Represents Colorado as the Refugee Health Administrator/Deputy State Refugee Health Coordinator, and interacts with the State Refugee Health Coordinator, state Deputy Refugee Coordinator, contracted partners at clinics and Resettlement Agencies, and other state agency representatives as needed. Facilitates meetings and prepares agendas, presentations, and documentation for routine and ad hoc meetings. Provides updates to stakeholders and coalitions to help assure that duplication of efforts between agencies and partners is limited, and that gaps are identified.
  • Contract Development and Monitoring: Coordinates the contract performance of contracted clinics performing the Domestic Medical Exam to ensure compliance with contract deliverables, requirements, and applicable federal and state regulations. Develops and modifies Scopes of Work (SOWs) and budgets with management and operations staff. Once contracts are executed, monitors contractors to ensure that contractual obligations are fulfilled and that issues, complaints and suggestions are addressed. This includes: assessing contracted entity compliance with CDPHE contract monitoring standards, programmatic provisions, and addressing contractor performance issues. Provides technical assistance, guidance and support based on fiscal and/or contractor needs and expertise
  • Contract Financial and Budget Oversight: Monitors contractors to ensure that contractual obligations are fulfilled and that issues, complaints and suggestions are addressed. Assures that the contracts are appropriately monitored to the deliverables, timelines, quality, budget, and business relations detailed in the agreement. Monitors contract budget through invoice reviews and regular reconciliations between program staff, fiscal staff and contractor.
  • Decision Support: Works with NHP program manager and CRSP staff to support decisions about overall contractor case loads, clinic capacities, and timeliness of domestic medical screenings to assess the need to bring on more contractors to serve eligible refugees and newcomers. Makes recommendations to State Refugee Health Coordinator as to additional collaborations that may benefit refugee health and healthcare in Colorado. Supports the development and collaboration of refugee health partners in order to standardize and improve refugee health care across the State.

  • Point of Contact for Unaccompanied Refugee Minors (URM) notification for health screening purposes 

  • Point of Contact for Victims of Trafficking (VOT) notification for health screening purposes 

  • Point of Contact for all Refugee Health/Mental Health anomaly reporting 

  • Strives for health equity within programs and processes within the state of Colorado, by making recommendations to the deputy SRC and NHP program manager/State Refugee Health Coordinator on ways to address health and wellbeing, regardless of culture or language.

Minimum Qualifications:


Experience Only:

Six (6) years of relevant experience in public health programs or refugee resettlement programs, government public health agency or a refugee services organization, refugee medical clinic, or in an occupation related to the work assigned to this position


Or


Education and Experience:

A combination of related education in Public Health, Healthcare Administration, Business Administration, Human Services and/or relevant experience in public health programs or refugee resettlement programs, government public health agency, refugee services organization, refugee medical clinic or in an occupation related to the work assigned to this position equal to six (6) years

  • Relevant experience with the State of Colorado
  • Experience with refugee health. 
  • Familiarity with the U.S. refugee resettlement program.
  • Experience with contract management.
  • Experience with Medicaid.
  • Experience using communications strategies and tactics to disseminate information for partners.
  • Experience facilitating discussions with partners to resolve differences or complaints using active listening and mediation skills. 
  • Outstanding verbal and written communications; ability to adapt a style to fit diverse audiences of varying technical levels, and at various levels within an organization, in groups, and individual settings.
  • Self-motivated with a high degree of comfort with uncertainty. 
  • Skills to synthesize complex research into understandable and usable resources.
