JOB SUMMARY
Under the general direction of the Wastewater Plant Superintendent, this position is responsible for leading the City’s wastewater treatment plant operations programs. This position will plan and supervise the work of wastewater plant operations staff and assist with developing and implementing programs and activities to ensure compliance with state and federal requirements. This position must also provide operations support during staff shortages, emergencies and severe weather incidents as required.
ESSENTIAL DUTIES
- Provide effective leadership to operations staff by setting clear expectations, leading by example, and creating a positive work environment. Support employee growth by addressing concerns and making sure staff have the training and resources needed to be successful.
- Supervise operations staff, plan, assign, schedule and review work, review/approve payroll, monitor staff productivity, mentor and train staff, conduct performance evaluations and counseling of employees, and make recommendations for hiring, staff improvements and disciplinary actions.
- Ensure operations staff properly monitor, operate, and maintain wastewater and sludge processes, facilities, and equipment to ensure compliance with applicable permits and regulations.
- Assist management with developing and implementing standard operating procedures and training activities for plant programs to ensure staff conform to City and department goals, policies, and procedures, including administrative, ethics and integrity, safety, and security programs.
- Assist management with purchasing and finance-related activities for plant programs; provide input for draft budgets, long-term planning activities and needed resources.
- Ensure operations staff maintain an accurate inventory of equipment, supplies, chemicals, spare parts and provide input for developing and maintaining a computerized maintenance management system (CMMS) and asset management program.
- Ensure operations staff follow procedures for process start-up and shut-down activities, lock out/tag out, confined space, fall protection and other City or department specific safety and work procedures.
- Ensure operations staff perform required field and laboratory tests, collect required samples, record meter/equipment readings and observations on logs, forms and computer databases for process control and reporting purposes.
- Assist management with the implementation of an effective document management system, records control program and computerized data management system.
- Work with management to ensure policy changes, process operations or other requirements are communicated to all staff, including those working shifts or stand-by duties.
- Recommend ongoing improvements and updates to operational activities to improve efficiency, productivity and the quality of the wastewater discharged.
- Perform other related duties as assigned by management.
Knowledge of:
- Federal, state, and local rules and regulations related to wastewater treatment operations.
- Conventional wastewater treatment and sludge handling/disposal processes.
- The operation and general maintenance of equipment that is typically found in a wastewater treatment plant.
- EPA approved wastewater procedures, including field testing, sample collection, preservation, and chain of custody documentation.
- Basic laboratory and field equipment and testing practices used for process control and regulatory compliance samples.
- Safe work practices, methods, and procedures commonly used in wastewater treatment plants.
- Common water/wastewater utility calculations.
- SCADA, control systems and electrical system components.
- Microsoft Office applications and software that operates in a SQL environment.
Ability to:
- Develop effective leadership and supervisory skills while building positive working relationships with employees.
- Safely and effectively operate and maintain required equipment, machinery, and tools to complete assigned tasks using required PPE.
- Communicate in English, clearly and concisely and follow detailed oral/written instructions.

- Read and interpret complex technical documents, regulations, and instructions.
- Learn and maintain knowledge of job duties and requirements related to the assigned position.
- Effectively coordinate/schedule activities and develop ongoing task assignments with operations personnel to ensure the efficient use of resources.
- Monitor process operational conditions, field and laboratory data results, ambient conditions, and other variables to determine operational changes needed to ensure optimum operation while maintaining regulatory compliance.
- Monitor data received from in-house laboratory operation and peer review/approve all data generated by operations staff.
- Provide ongoing status reports on operational activities and provide input for any required regulatory reporting.
- Coordinate activities with other supervisory personnel to ensure efficient use of resources.
- Convey technical information to subordinate staff, supervisory personnel, and others outside of the City using oral, written and/or computer-based forms of communication.
- Establish and maintain effective and harmonious working relationships with co-workers, management, regulatory officials, and others contacted while performing job duties.
- Ability to lift 50lbs without assistance.
- Work varying shifts to include days, evenings, weekends, holidays, overtime, and on-call as assigned.
Experience and Education: Any combination of education and experience that would likely provide the required level of knowledge, skills, abilities, and licenses may qualify.
Experience:
- A minimum of six (6) years of experience operating and/or maintaining equipment at a conventional activated sludge or similar wastewater treatment system is required.
A minimum of two (2) years of previous work experience in a coordination, lead, or supervisory role is required. Experience in wastewater treatment is preferred.
Education:
- High School Diploma or GED required.
- TCEQ approved Water Utility and Advanced Management courses are preferred..
Licenses/Certifications:
- Possession of a valid Class “C” or greater Driver License.
- Possession of a valid TCEQ Class “B” Wastewater Treatment Plant Operator license is required.
- Possession of or ability to obtain a valid TCEQ Class “A” Wastewater Treatment Plant Operator license within two (2) years of hire.
- Certified Water Professional certification is preferred.
ENVIRONMENTAL FACTORS
Incumbents can reasonably expect to be exposed to all weather conditions and various hazardous substances such as biological and chemical agents on a routine basis. Additionally, incumbents can expect exposure to various environmentally stressful conditions such as temperature extremes, moisture and humidity, ultraviolet radiation, occasional insect nuisances, odors, and noise. Observation of pump and motor operation as well as other routine equipment and process monitoring requires the incumbent to be physically able to walk, stand, climb stairs, climb ladders, kneel, squat, bend, stoop, crouch, crawl, balance, push, pull, shoveling, reaching overhead and lift up to 50lbs without assistance. Incumbents assigned to this position must be capable of distinguishing between colors and must be able to hear audible alarms and see visual signals.
