Description
- Develop, implement, and sustain a comprehensive electric-specific safety and training program for electric employees, including but not limited to developing courses and facilitating and/or conducting electric-specific safety training and meetings (e.g., HazCom, fall protection, lockout/tag out, first aid/CPR, confined space entry, work zone safety etc.).
- Develop and manage an electric training program aligned with established skill level progression pathways, to include coordinating and scheduling CDL-related training with the City’s CDL Program Specialist.
- Perform field safety audits, inspect and evaluate work sites and facilities, observe workers to ensure safety protocols and standards are being followed. Recommend preventive and corrective measures where needed, and work with leadership to address compliance and safety issues.
- Manage logistics of the Electric Personal Protective Equipment (PPE) Program ensuring compliance with OSHA regulations and NFPA 70E standards, to include but not limited to overseeing PPE inventory and mandatory maintenance activities such as visual inspections, dielectric cleaning, periodic safety testing, repairs, distribution, and maintaining compliance tracking data.
- Collaborate with internal stakeholder departments (such as Facilities and HR – Risk/Safety) to support facility safety equipment compliance (e.g., fire extinguishers, AEDs, Stop the Bleed kits), serving as the departmental point of contact to ensure equipment tracking, testing, and maintenance align with schedules established by the applicable stakeholder department.
- Monitor Department of Transportation (DOT) vehicle tracking and inspection programs for the department to ensure Federal Motor Carrier Safety Administration (FMCSA) compliance and coordinate mandatory annual and post-repair dielectric testing for all insulated aerial devices and specialty fleet vehicles.
- Collaborate with Risk Management and City safety personnel to investigate workplace incidents, identify root causes, and implement corrective actions to minimize future risk.
- Serve as a technical resource on electrical safety, operations, and regulatory compliance. Coordinate and perform benchmarking initiatives with peer utilities to evaluate, adopt, and implement evolving industry best practices (NESC, APPA, ANSI, DOT, OSHA, EPA, etc.) to cultivate a zero-incident safety culture.
- Execute continuous improvement initiatives to evaluate electric-related operational risks, develop actionable corrective measures, and strengthen safety performance through targeted training frameworks.
- Perform other duties as assigned.
Required:
Associate Degree in Occupational Safety, Industrial Safety, or related field, and three (3) years’ experience in electric utility operations; or an equivalent combination of education and experience.
Journeyman Lineman Certification with a minimum of five (5) years of directly related experience may be considered in lieu of an associate degree and three (3) years of experience.
State of Texas Class A CDL driver’s license or the ability to obtain with 90 days of position hire date, and ability to maintain
Basic computer application skills (e.g., Microsoft Word, Excel, PowerPoint)
Strong knowledge of electrical utility operations, safety regulations, or technical trades
Excellent verbal and written communication skills and the ability to exercise discretion, maintain confidentiality, and use sound judgement
Ability to perform essential duties in an environment that entails a variety of weather conditions and extreme temperatures
Preferred:
Associate degree and five (5) years or more of experience in electric utility operations
Knowledge of heavy equipment and commercial vehicle maintenance, operation, and safety procedures
Safety certifications such as OSHA-30, first aid/CPR/AED instructor, Defensive Driving instructor, etc
