Hybrid Workplace Arrangement:
Although this position will be designated under the department’s hybrid workplace program, it will still be required to report to the department office on a scheduled basis and at the discretion of the supervisor, based on business need.

The External Affairs Legislative Office of the Executive Director’s Office (EDO) is the only segment of the Department that is responsible for providing direction and oversight of agency-wide legislative issues, including development, advocacy, and implementation. It also develops external affairs strategies, including outreach to all stakeholders involved in the legislative process.
Position: SAA 1365
This position supports the External and Legislative Affairs Branch’s mission and moves the agenda forward in numerous ways. It coordinates closely with other units within the EDO, such as the Director of Communications and Public Engagement, moving the agency's legislative and stakeholder engagement strategy and overall objectives forward. This position analyzes the political dynamics of the General Assembly and creates a strategic plan to navigate the legislative sunrise and sunset process as described in Colorado Revised Statutes. In addition to managing the legislative aspects of the Sunrise and Sunset process, this position focuses on engaging stakeholders with proposed legislation and working with General Assembly members to provide feedback and guidance, in tandem with division subject matter experts, to advance the agency’s mission and political agenda. Furthermore, by reporting directly to the Director of Legislative Affairs, the position advances legislation that will effectively meet the Department’s overall strategic goals, monitor legislative activity, and help ensure a successful agency legislative agenda.
Duties include, but are not limited to:
Monitoring legislative activities; maintaining the department’s legislative tracking spreadsheet; managing the Legislative Review Form (LRF) process and ensuring timely communication with division directors and leadership regarding legislation;
Maintaining communication with the Governor’s Office Legislative Team concerning the LRF process and obtaining the appropriate direction with legislative strategies; Monitoring divisional legislative implementation plans for legislation enacted in previous legislative sessions;
Developing strategies to effectively engage department stakeholders related to a variety of legislative issues with a specific focus on the sunset and sunrise review process;
Establishing a plan on how to best communicate with stakeholders who are lay people in the regulatory environment and need to have technical information in non-technical, non-government jargon;
Developing external communications for legislative agenda bills and sunset and sunrise reports as deemed necessary; performing an analysis of each sunset's legislative stakeholders as it relates to the recommendations, and working with the Director of Communications and Stakeholder engagement to implement the strategic communications plan as approved by the Director of COPRRR (Colorado Office of Policy, Research & Regulatory Reform);
Staying informed on emerging trends and issues that relate to regulatory reform and regulatory trends;
Administering and completing various special projects with sound business practices, as assigned by the Director of Legislative Affairs and/or Deputy Executive Director.
MINIMUM QUALIFICATIONS (MQs):
There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience
Option 1: Experience
Seven (7) years of full-time professional* work experience which includes at least two (2) of the following:
Developing and/or facilitating outreach strategies to improve stakeholder engagement, including identifying key messaging and/or the development and maintenance of relationships;
Conducting research to identify best practices to direct and provide leadership with recommendations for strategies to implement or develop policy;
Conducting in-depth analysis of public policy and legislation, including identifying impacts, collaborating and engaging with others to develop plans and recommendations.
Managing and prioritizing multiple projects, including tracking pertinent information and deliverables, conducting related research; monitoring and driving progress; and reporting outcomes.
Option 2: A Combination of Education AND Experience
Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in business, business administration, communications, economics, political science, public administration, psychology, social work, or a field of study related to the work assignment; AND
Five (5) years of full-time professional* work experience which includes at least two (2) of the following:
Developing and/or facilitating outreach strategies to improve stakeholder engagement, including identifying key messaging and/or the development and maintenance of relationships;
Conducting research to identify best practices to direct and provide leadership with recommendations for strategies to implement or develop policy;
Conducting in-depth analysis of public policy and legislation, including identifying impacts, collaborating and engaging with others to develop plans and recommendations.
Managing and prioritizing multiple projects, including tracking pertinent information and deliverables, conducting related research; monitoring and driving progress; and reporting outcomes.
OR
Bachelor’s Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in business, business administration, communications, economics, political science, public administration, psychology, social work, or a field of study related to the work assignment; AND
Three (3) years of full-time professional* work experience which includes at least two (2) of the following:
Developing and/or facilitating outreach strategies to improve stakeholder engagement, including identifying key messaging and/or the development and maintenance of relationships;
Conducting research to identify best practices to direct and provide leadership with recommendations for strategies to implement or develop policy;
Conducting in-depth analysis of public policy and legislation, including identifying impacts, collaborating and engaging with others to develop plans and recommendations.
Managing and prioritizing multiple projects, including tracking pertinent information and deliverables, conducting related research; monitoring and driving progress; and reporting outcomes.

SUBSTITUTIONS:
Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.
*Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
Preferred Qualifications:
Experience working with and/or managing boards, commissions or advisory committees;
Demonstrated experience working to facilitate and/or knowledge of the sunset and sunrise report process;
Experience guiding and directing workflow, including holding others accountable in order to meet deadlines;
Experience analyzing, interpreting, and providing recommendations on legislative and policy proposals;
Experience reviewing and analyzing administrative documents for completeness and accuracy;
Project management experience, including experience tracking, monitoring, and meeting strict deadlines.

While a salary range is posted for this position, an eventual salary offer is determined by a comprehensive salary analysis, which considers multiple factors including but not limited to education and experience compared to others in the organization doing substantially similar work.
