JOB PROFILE
Chief Digital &
Technology Officer
CDTO
LUMA Energy · Puerto Rico
About LUMA
LUMA Energy is entrusted with the transmission and distribution of electricity across Puerto Rico, serving more than 1.5 million customers. Operating within a complex regulatory, environmental, and operational landscape, LUMA is leading one of the most significant grid modernization efforts in North America.
Our mission is to deliver a modern, resilient, and reliable energy system grounded in Recovery, Resiliency, and Reliability — enabled by Customer-Centricity, Operational Excellence, and Radical Transparency. Technology, data, and AI are not enablers of that mission; they are the engine of it.
The Opportunity
LUMA Energy is seeking a Chief Digital & Technology Officer (CDTO) to serve as a key member of the executive leadership team and lead architect of the company's digital future. This is not a traditional technology leadership role — it is a mission-critical transformation mandate at the intersection of grid operations, enterprise data, and AI-powered innovation.
The CDTO will own the full technology portfolio: enterprise and operational IT/OT infrastructure, data and analytics platforms, AI product development, digital customer experience, and cybersecurity. This leader will be accountable for ensuring secure, resilient, and high-performing technology operations while accelerating AI-driven transformation that measurably improves grid reliability, storm restoration, workforce productivity, and customer experience.
Our strategic priorities demand a leader who can simultaneously run a 24/7 critical infrastructure environment and build the data and AI capabilities that will define the utility of the future.
Enterprise IT & Operational Technology Leadership
- Ensure 24/7 availability, resiliency, and performance of enterprise and operational IT/OT systems supporting transmission and distribution operations
- Lead IT service management (ITSM) with a focus on minimizing downtime and accelerating storm restoration support
- Oversee hybrid infrastructure (cloud/on-prem), field communications networks, and end-user computing
- Manage mission-critical platforms including CIS, ERP, EAM, OMS, ADMS, and workforce mobility systems
- Strengthen disaster recovery and business continuity with a focus on hurricane and extreme weather scenarios
- Embed AI and automation into IT operations — from incident response to capacity planning — to reduce manual overhead and improve system resilience
Digital Grid & Technology Transformation
- Define and execute a multi-year digital and grid modernization roadmap aligned with regulatory priorities and capital programs
- Reduce technical debt and modernize legacy utility systems to enable real-time data visibility and operational decision-making
- Champion cloud-first, platform-based architectures that support rapid deployment of AI-powered capabilities at scale
- Partner with T&D operations to digitize field workflows, asset management, and outage management processes
- Lead technology integration across SCADA, ADMS, and OT systems to unlock real-time grid intelligence
- Establish technology standards, vendor governance, and an innovation pipeline to continuously improve digital capabilities
AI Integration into Digital Tools & Operations
AI is a core strategic priority — not a future capability. The CDTO will be accountable for embedding AI across LUMA's digital tools, operational workflows, and enterprise applications in ways that generate measurable business value.
- Lead the design and deployment of AI-powered tools integrated into LUMA's enterprise technology stack — from field mobility apps and workforce scheduling to ERP and asset management platforms
- Deliver high-impact use cases including outage prediction and prevention, predictive asset maintenance, AI-assisted storm response, and intelligent crew routing
- Embed AI into customer-facing digital tools to enable proactive, personalized engagement and automated outage communication
- Partner with operations leadership to identify AI automation opportunities that reduce manual workflows, accelerate field decision-making, and improve safety outcomes
- Govern AI adoption with a robust framework ensuring ethical, transparent, explainable, and regulatory-compliant use across all applications
- Build internal AI literacy and tools adoption across the workforce, ensuring AI delivers value at every level of the organization
Enterprise Data Strategy & Management
Strong data management is the foundation of LUMA's AI and digital transformation. The CDTO will establish data as a strategic enterprise asset — trusted, accessible, and actionable.
- Own and execute the enterprise data strategy, aligning data capabilities with operational, regulatory, and business intelligence priorities
- Build and lead a unified enterprise data platform integrating customer, operational, grid, and financial data into a single, governed environment
- Establish enterprise-wide data governance: data quality standards, data lineage, master data management (MDM), access controls, and data lifecycle policies
- Develop a data literacy culture — ensuring every business function has the tools and training to access, trust, and act on data
- Advance real-time data streaming and grid telemetry integration to enable operational and predictive analytics at scale
- Define enterprise architecture standards that ensure interoperability across IT and OT environments and eliminate data silos
- Implement data compliance and privacy frameworks aligned with applicable regulatory requirements
Advanced Analytics & Grid Intelligence
- Establish LUMA as a data-driven utility by embedding analytics into core operational workflows across grid operations, asset management, and workforce planning
- Deliver grid intelligence capabilities: real-time situational awareness, predictive maintenance models, and outage risk scoring
- Improve storm response through data-driven crew routing, damage prioritization, and restoration forecasting
- Build and govern a scalable analytics platform that serves both operational and executive decision-making needs
- Develop performance dashboards and KPI frameworks linking technology and data investments to grid reliability outcomes (SAIDI/SAIFI) and customer satisfaction
Customer Experience & Digital Engagement
- Deliver modern, intuitive, and reliable customer platforms — web, mobile, outage portals — designed for high-stakes moments including storms and emergencies
- Enable proactive, AI-powered communication before, during, and after outages through personalized digital channels
- Use customer data and behavioral analytics to create more responsive, equitable, and personalized service experiences
- Improve digital accessibility and adoption across a diverse customer base, including underserved communities
- Integrate customer data with operational systems to enable real-time service updates, ETR accuracy, and rapid issue resolution
Cybersecurity & Critical Infrastructure Protection
- Lead a comprehensive cybersecurity program aligned to NERC CIP, NIST, and utility critical infrastructure standards
- Protect both enterprise IT and operational grid systems (OT/ICS security), with a zero-trust architecture mindset
- Enhance threat detection, incident response, and resilience against cyber and physical infrastructure risks
- Embed security-by-design principles into all AI, data, and digital platform development
- Manage third-party and supply chain cybersecurity risk across the technology vendor ecosystem
Governance, Investment Strategy & Performance Management
- Establish disciplined IT and data capital planning and portfolio prioritization tied directly to business and grid outcomes
- Optimize the vendor ecosystem and strategic technology partnerships to maximize innovation and value
- Drive cost efficiency, benchmarking, and value realization across all technology and data investments
- Implement KPIs linking technology, data, and AI performance to grid reliability, operational efficiency, and customer outcomes
- Ensure full regulatory compliance across technology, data, and AI domains
What Success Looks Like
- Measurable improvements in outage frequency and duration (SAIDI/SAIFI) driven by AI and real-time data
- Faster, smarter storm restoration enabled by AI-powered field tools, predictive analytics, and data-driven crew deployment
- An enterprise data platform that is trusted, governed, and actively used to drive decisions across all business functions
- AI embedded across digital tools and workflows — generating quantifiable productivity, safety, and reliability gains
