The Regional Director develops senior leaders, ensures alignment across states, strengthens cross-functional collaboration, and represents the organization in national and regional strategic spaces. The role serves as a key thought partner to the EVP States, helping translate organizational priorities into coordinated state strategies while ensuring state teams have the leadership, support, and resources needed to execute effectively.

This position works across both All Voting and AVL Action.

Core Role Responsibilities

Strategic Leadership & State Program Oversight

Lead and supervise State Directors

  • Directly supervise and coach a team of State Directors, providing strategic guidance, executive-level support, and accountability.
  • Serve as a thought partner to State Directors as they navigate complex political environments, coalition dynamics, campaign strategy, organizational growth, and team leadership of the Democracy Defense Managers (DDMs) and Campaign Managers (CMs) who report to them.
  • Foster a culture of collaboration, shared learning, and continuous leadership development across all state programs.

Strengthen state program excellence

  • Ensure consistency in leadership practices, planning, execution, and evaluation across state programs while allowing flexibility for state-specific strategies.
  • Help State Directors identify emerging opportunities, risks, and strategic pivots throughout election and legislative cycles.
  • Support directors in making high-impact decisions involving campaign priorities, coalition strategy, staffing, and resource allocation.

Organizational Strategy and Cross Functional Leadership

Drive alignment across departments

  • Partner closely with Communications, Policy & Analytics, Development, Operations, and the Senior Leadership Team to ensure state work advances organizational priorities.
  • Translate national organizational priorities into coordinated state-level implementation.
  • Identify opportunities for cross-state collaboration and shared strategies.

Advance organizational priorities

  • Help establish department priorities, annual goals, and operational plans.
  • Identify organizational gaps and recommend improvements to systems, processes, and collaboration.
  • Lead department-wide initiatives that strengthen consistency and effectiveness across all state programs.

Coalition Leadership & External Representation

Represent All Voting Is Local nationally

  • Serve as a senior organizational representative in national and regional democracy coalitions, partner convenings, funder meetings, and strategic tables.
  • Build and maintain relationships with key coalition partners, movement organizations, and allied stakeholders.
  • Represent the States & Campaigns department in cross-organizational initiatives and collaborative campaigns.

Strengthen movement partnerships

  • Help identify opportunities for deeper collaboration across the democracy ecosystem.
  • Coordinate multi-state partnerships and support strategic alignment with national allies.
  • Serve as a trusted external ambassador for the organization.

Campaign Strategy & State Support

  • Partner with State Directors to develop sophisticated campaign strategies that combine legislative advocacy, communications, and coalition building.
  • Help evaluate campaign effectiveness and identify opportunities to scale successful approaches across states.
  • Ensure state campaigns reflect organizational priorities while remaining responsive to local political conditions.
  • Support rapid strategic decision-making during emerging election issues and high-profile campaign moments.
  • Provide department approvals and reporting.

Department Leadership

  • Serve as a senior advisor and surrogate for the EVP States, representing the department internally and externally as needed.
  • Contribute to executive planning, strategic decision-making, and organizational leadership discussions.
  • Support hiring, onboarding, succession planning, and leadership development within the States & Campaigns department.
  • Foster an inclusive, transparent, and accountable leadership culture

Operational Leadership

  • Monitor state program performance, budgets, and staffing in partnership with Finance and Operations.
  • Ensure appropriate compliance practices and identify issues requiring legal or executive review.
  • Oversee reporting, planning, and evaluation processes across state programs.
  • Develop and improve department-wide systems, SOPs, and operational practices.

Required Qualifications & Competencies

  • Bachelor's degree or equivalent combination of education and relevant professional experience.
  • 12–15 years of leadership experience in advocacy, organizing, campaigns, public policy, civic engagement, democracy reform, or a related field.
  • At least 5 years of experience managing experienced managers, with a demonstrated ability to coach, develop, and lead high-performing leaders.
  • Demonstrated success leading complex, multi-state or multi-regional programs, campaigns, or initiatives that require strategic coordination across diverse political and organizational environments.
  • Proven ability to provide executive-level strategic counsel and thought partnership to senior leaders navigating complex political, organizational, and operational challenges.
  • Experience building and sustaining relationships with coalition partners, funders, public officials, and other external stakeholders, and representing an organization in high-level strategic forums.
  • Demonstrated ability to influence and collaborate across departments to drive alignment, solve complex challenges, and advance organizational priorities.
  • Strong political judgment and ability to assess risk, respond to rapidly changing environments, and make sound strategic decisions under pressure.
  • Experience overseeing organizational planning, performance management, goal setting, and accountability systems.
  • Exceptional written, verbal, facilitation, and interpersonal communication skills, including the ability to communicate effectively with executive leadership, staff, partners, and external audiences.
  • Demonstrated commitment to equity, inclusion, and building collaborative, high-performing teams.
  • Ability to manage multiple priorities, exercise sound judgment, and maintain discretion while working in a fast-paced environment.
  • Willingness and ability to travel regularly (approximately 40%) to support state programs, organizational priorities, and external partnerships.

Desired Qualifications & Competencies

  • Experience leading leaders in a distributed or multi-state organization.
  • Deep knowledge of election administration, voting rights, democracy reform, or civic engagement ecosystems.
