Transportation Mobility and Safety Division (TMSD) is responsible for monitoring, investigation analysis, design, implementation and evaluation of operational and safety characteristics strategies on the State Highway System and in some cases, off the state highway system. The TMSD is staffed under the Chief Engineer’s office and is made up of six units under and an administrative section. The TMSD has two Deputy State Traffic Engineers staffed under the State Traffic Engineer.

The Traffic Management Unit (TMU) is under the direction of the Deputy State Traffic Engineer for Mobility and leads the division’s efforts to improve mobility through core programs focused on congestion management, access management, and work zone traffic control. The unit is responsible for developing modern analytical capabilities, conducting strategic studies, and ensuring mobility considerations are fully integrated into project development, design, and delivery. TMU staff collaborate across divisions, coordinate data-driven decision-making, and help shape the future of mobility for the agency.

This advanced engineering manager position directs three interconnected sections: Congestion Management, Work Zone Traffic Control, and Municipal and School Transportation Assistance. While each section operates at various phases of planning, design, or construction, they share a reliance on traffic analysis tools to predict traffic behavior and evaluate solutions for congestion and safety. The group will support corridor studies to focus on wholistic solutions that address mobility and safety. The position will oversee an update and extensive training roll-out for the 2003 NCDOT Policy on Street and Driveway Access to North Carolina Highways.

This position oversees and approves statewide policies and procedures of all three sections. These policies and procedures ensure the uniform implementation for such things as driveway access for commercial developers, prioritizing highway projects for the State Transportation Improvement Program, selecting best design alternatives for reducing traffic congestion, reducing work zone crashes and fatalities, improving congestion around schools for the safe drop off and pick up of school children. These policies and procedures are used by the Department, Municipalities, Developers, Private Engineering Firms and School systems.

This position also leads the development and implementation of corridor studies that integrate mobility, safety, and operational objectives to support strategic project planning across the state. In addition, the role advances key modernization initiatives by updating and applying the Driveway Manual and Access Management Action Plans and by directing the use of advanced mobility analytics tools such as Streetlight and RITIS to strengthen data driven decision making. The position ensures mobility considerations are fully coordinated across divisions by aligning efforts with safety programs, early project development activities, and long range planning. It serves as a technical resource to internal committees, external partners, and statewide stakeholders on topics related to mobility, congestion management, access management, and work zone traffic control. The role further supports statewide excellence by participating in national task forces and research committees and by preparing the Department for future Connected and Autonomous Vehicle (CV/AV) environments through the integration of emerging transportation technologies.

This position approves and manages the filling of vacant positions, implementation of employee evaluations (VIP), carries out Equal Employment Opportunity policies, employee service awards, employee appreciation celebrations, disciplinary action and dismissals when necessary for the Unit.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC25 $89,596.00-$201,593.00

Management prefers applicants with the following:

  • Skill in management, including setting long‑term operational goals, managing budgets, allocating resources, supervising staff, and independently handling high‑profile issues.
  • Skill in communication for complex policy, technical, legislative, and cross‑agency discussions with internal and external partners.
  • Considerable knowledge of traffic engineering theories, operations, work‑zone engineering, and tools/manuals such as MUTCD, HCM, AASHTO guides, ITE references, FHWA guidance, and traffic analysis software.
  • Demonstrated ability to apply traffic engineering analysis to corridor and area studies while balancing operational needs and regulatory requirements.
  • Skill in relationship‑building for working effectively with engineering leaders, local governments, planners (MPOs/RPOs), law enforcement, legal professionals, and university research partners.

Minimum Education and Experience

Bachelor's degree in engineering from an appropriately accredited institution and a minimum of seven years progressive engineering experience including four years of supervisory experience or an equivalent combination of education and experience.

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
