Description
Position Description: Provides personnel readiness, force management, and manpower planning support to ARCENT headquarters and subordinate organizations. Assists in the development of personnel policies, manpower allocation strategies, deployment and redeployment planning, mobilization operations, and readiness reporting activities. Conducts personnel strength analyses, tracks force structure changes, and prepares reports supporting operational and contingency planning efforts. Coordinates with Army, Joint, and coalition organizations to maintain personnel accountability and ensure personnel support requirements are integrated into operational plans and orders.
Core Duties and Responsibilities
The Human Resources Plans and Operations Specialist shall:
- Provide personnel readiness, force management, and manpower planning support to ARCENT headquarters and subordinate organizations.
- Analyze personnel strength, force structure, and manpower requirements to support operational readiness and mission execution.
- Develop and maintain personnel readiness reports, manpower analyses, strength summaries, and decision-support products for leadership.
- Assist in the development and implementation of personnel policies, workforce management strategies, and human resource planning initiatives.
- Support deployment, redeployment, mobilization, demobilization, and force generation activities across the ARCENT Area of Responsibility (AOR).
- Monitor personnel accountability, duty status reporting, and readiness metrics to ensure accurate personnel management and reporting.
- Coordinate with Army Service Component Commands, Combatant Commands, Joint organizations, and supported units to synchronize personnel support requirements.
- Track force structure changes, organizational realignments, authorizations, and personnel requirements affecting operational capabilities.
- Support deliberate planning, contingency planning, crisis action planning, and operational plan development by integrating personnel requirements into planning efforts.
- Prepare personnel estimates, manpower assessments, and annexes supporting operation plans (OPLANs), operation orders (OPORDs), and contingency plans.
- Analyze personnel data and trends to identify readiness gaps, workforce shortages, and emerging personnel support requirements.
- Coordinate personnel replacement operations and monitor personnel sourcing actions to ensure unit readiness requirements are met.
- Support mobilization and force projection activities by developing personnel management plans and tracking personnel deployment requirements.
- Provide personnel management subject matter expertise during exercises, training events, command-post operations, and contingency operations.
- Assist in the development and maintenance of personnel databases, manpower tracking systems, workforce planning tools, and readiness reporting systems.
- Monitor personnel policies, regulatory guidance, and Army manpower programs to ensure compliance and effective implementation.
- Participate in planning boards, bureaus, centers, cells, conferences, and working groups to provide personnel planning and force management expertise.
- Coordinate personnel support requirements for Joint, Coalition, and multinational operations to ensure effective integration of personnel capabilities.
- Develop briefing materials, executive summaries, reports, and presentations for senior leaders regarding personnel readiness and force management issues.
- Identify personnel-related risks, resource constraints, and readiness challenges and provide recommendations for mitigation and operational effectiveness.
- Ensure personnel readiness data, manpower documentation, and force management records are accurate, current, and properly maintained.
- Maintain compliance with Department of Defense (DoD), Department of the Army, ARCENT, and applicable personnel management regulations and policies.
- Maintain an active Secret security clearance and comply with all security requirements associated with the position.
- Perform additional personnel planning, readiness, and force management duties as directed by ARCENT leadership.
