Description
The primary responsibilities of the Senior Manager are to: 1) develop and maintain a system to manage the quality and accuracy of data entered into the State’s Information System, DESC’s Launchpad system, and any other management information systems used by internal programs; 2) analyze and monitor performance of Subrecipients to identify opportunities for improvement; 3) oversee and support Subrecipient’s efforts to maintain case files that are uniform, accurate and fully compliant with funding requirements; and 4) lead DESC’s team of Data & Performance Specialists.
The Senior Manager of Youth Services will provide training and technical assistance to Subrecipients and Vendors to ensure data quality, case file compliance and performance are maximized. The role will provide the data analytics team with the information needed to produce performance analysis reports and provide the compliance team with information from formal Subrecipients audits and monitoring visits. The Senior Manager of Youth Services will lead the efforts for the induction of enhanced intake, activity, and exit processes, and provide recommendations for improvements. This role will report to the Director of Youth Services.

DUTIES AND RESPONSIBILITIES
- Assist with setting performance expectations and goals for new and existing contracts and organizational departments, including the statement of work and performance measures that contain measurable, understandable and achievable standards in accordance with local, state, and federal expectations
- Conduct continuous monitoring and validation of contract performance, analyze programmatic data for WIOA and locally funded programs, provide technical support to staff, and assist with CRM platform management
- Lead Subcontractors and internal staff with understanding Federal, State, and Local performance standards
- Identify, reference, and maintain up-to-date records of Training and Employment Guidance Letters (TEGL), Training and Employment Notice (TEN), Policy Issuances, and local policies and procedures
- Conduct quarterly and annual performance rating reports based on contracts and/or statement of work and performance measures
- Perform program and compliance oversight for internal and external service providers
- Develops resource manuals, toolkits and procedures to inform and equip Subrecipients and direct service providers
- Design and deliver high-level organizational and 1:1 staff training and provide technical assistance
- Diagnose and problem solve technical issues related to both manual and online systems, across all DESC staff levels
- Ensure Subrecipients coordinate the proper tracking and recording of participant outcomes, including the coordination of post-program follow-up
- Assist Subrecipients to prepare for audits and monitoring visits conducted by DESC, the State of Michigan, US Department of Labor and other funding sources by conducting informal reviews of files to identify opportunities for improvement and to provide additional training and technical assistance
- Identify significant trends in routine monthly and quarterly data collection, examine underlying reasons for these trends, and incorporate actions accordingly
- Assist with design and maintenance of a process that monitors Subrecipient Key Performance Indicators (KPI)
- Prepare technical reports and document results of Subcontractor and Internal Program’s case management activities
- Provide technical assistance to Subcontractors and staff, by implementing training to strengthen skills and work through identified problem areas
- Attend local and state approved trainings
- Organize and manage a team that will serve as the primary WIOA Youth Data source
- Maintain large datasets using Excel or other databases and statistical software and develop recommendations and tools that can be used to identify performance gaps
- Regularly create queries and reports that help both leadership and partners identify potential issues and areas for improvement

EDUCATION and EXPERIENCE:
- Bachelor’s degree in data science, data analytics, applied statistics/math, business administration, or another related field
- At least three (3) years’ experience in a role that focuses on workforce development related data and performance management
- Relevant experience working in a nonprofit, education, workforce development, youth development, or collaborating with local human service resources
- Experience with the Salesforce platform and Management Information Systems is strongly desired
- Experience researching and analyzing training and workforce initiatives or other social service programs, and general knowledge of workforce trends highly desirable
LICENSES:
- Valid State of Michigan Driver’s License and Vehicle Insurance – Position requires field work.
