Rosie’s Place was founded in 1974 as the first women’s shelter in the United States. Our mission is to provide a safe and nurturing environment to help poor and homeless women maintain their dignity, seek opportunities, and find security in their lives.
Over the years, we have become much more than a shelter. We are a multi-service community center that not only provides meals and shelter but also creates answers for thousands of women a year through wide-ranging support, housing, and education services. Rosie’s Place relies on the generous support of individuals, foundations, and corporations and does not accept any city, state or federal funding.
OPPORTUNITY
The Stabilization Program Manager provides day-to-day leadership and operational oversight for the Stabilization Program serving poor and formerly homeless women in sustaining stable housing. As program within Behavioral Health at Rosie’s Place the Stabilization Program Manager reports to the Clinical Director of Behavioral Health. The Stabilization Program Manager supervises three Stabilization Advocates, manages program procedures and referrals, monitors the program budget, and ensures services are delivered in alignment with Rosie’s Place’s mission, core values, and commitment to dignity-centered care.
KEY RESPONSIBILITIES
Program Leadership & Service Delivery:
- Manage stabilization services for formerly homeless women who are housed and for women who need ongoing support to sustain housing.
- Ensure Stabilization Advocates provide consistent housing stabilization support, including home visits, outreach, information, referrals, advocacy, and coordination with other providers and community partners.
- Oversee program referrals, including intake flow, eligibility review, prioritization, assignment of cases, and communication with internal and community referral partners.
- Develop, maintain, and implement program procedures that support consistent service delivery, documentation, confidentiality, and coordination across the program.
- Monitor caseload numbers, service trends, and guest needs to inform program planning and ensure staff capacity is used effectively.
- Represent the Stabilization Program internally within Rosie’s Place and externally with community partners, housing providers, and service networks.
- Ensure that Diversity, Equity, and Inclusion are practiced throughout the Stabilization Program and reflected in services, supervision, and partnerships.
Administrative Management, Supervision & Compliance:
- Supervise, support, and evaluate three Stabilization Advocates through regular individual supervision, team meetings, training, and annual performance evaluations.
- Manage the Stabilization Program budget, monitor spending, ensure appropriate use of guest financial assistance, and support budget planning and reporting.
- Maintain accurate program records and ensure timely, complete, and confidential documentation in the electronic health record.
- Track work plan goals, caseload numbers, referral activity, outcomes, and community partnerships; prepare reports and updates as required.
- Ensure all Stabilization Program staff follow organizational policies, program procedures, documentation standards, and confidentiality requirements.
- Participate as a member of the Management Team and contribute to cross-program planning, communication, and problem solving.
- Build and maintain strong internal and external relationships that support referrals, housing stability, community partnerships, and coordinated care.
- Identify program needs, recommend improvements, and support implementation of practices that strengthen quality, consistency, and responsiveness.
- Develop annual program goals and report on progress toward those goals through quarterly and other required reports.
- Represent Rosie’s Place and the Stabilization Program in the larger community while demonstrating the organization’s core values and supporting its mission.
- Perform other duties as assigned by the Clinical Director of Behavioral Health.

- A minimum of 5 years of human services, housing stabilization, case management, advocacy, or related experience working with marginalized communities.
- Strong commitment to social justice and the mission of Rosie’s Place.
- At least 2 years of experience supervising staff, with demonstrated success in team leadership and performance management of a diverse team.
- Experience managing budgets, program procedures, referrals, documentation systems, work plan goals, and/or community partnerships preferred.
- Familiarity with electronic health records or comparable client record systems preferred.
- Bilingual strongly preferred.
- Strong interpersonal skills, sound judgment, and the ability to navigate complex and dynamic situations with composure.
- Strong customer service mindset with effective and diplomatic, yet supportive communication style.
- Demonstrated ability to welcome, train, motivate and manage a diversity of people from various backgrounds – both paid and unpaid.
- Strong organizational and project management skills, with the ability to manage multiple priorities and meet deadlines effectively.
- Proficiency in Microsoft Office applications.
- Ability to lift at least 20- 30 pounds.
- Must have a vehicle, valid Massachusetts Driver’s License and safe driving record for a period of at least three years.
COMPENSATION AND BENEFITS

WORK EXPECTATIONS
We are a hands-on team and seek employees who are passionate about our work and service to our community. The Stabilization Program Manager is expected to work onsite at Rosie’s Place during their work week and engage regularly with staff, guests, volunteers, community partners, and colleagues across the organization.
