JOB SUMMARY


Under general supervision, this position handles incoming animal service calls and routes them to field personnel, operates computer dispatch and radio systems, dispatches and updates calls, and monitors animal control unit status. This position also conducts record checks for service history, dangerous animals, enforcements, missing animals, and licenses, and performs clerical tasks for adoptions, reclamations, quarantines, and licensing, adhering to departmental procedures.

ESSENTIAL JOB FUNCTIONS:

  • Handle emergency and non-emergency calls from citizens or agencies related to Animal Services including: Answer a multi-line, ascertain nature and priority of calls, dispatch units in a timely manner, and manage communications regarding citation information.
  • Monitor radio transmissions over primary radio channel including: Ensure a response to all transmissions and communicate to units any additional information obtained after initial dispatch logging calls, assigning priorities and units, and tracking units.
  • Handle financial transactions and paperwork.
  • Explain ordinances and procedures to public such as leash laws, licensing, barking/nuisance, and dangerous animal ordinances
  • Gather information and write supplement reports.
  • Issue citations for non-compliance to spay/neuter and rabies vaccination laws.
  • Maintain animal trap program.
  • Efficiently and accurately enter data into computer system to retrieve data on previous enforcements, animal owner identification and property owner identification.


OTHER JOB FUNCTIONS:

  • Maintain and locate accurate records of calls, complaints, and open record requests.
  • Make referrals to other departments or outside governmental entities, utility companies and animal welfare organizations.
  • File documents.
  • Write and compose clear and concise letters, emails and memorandums
  • Provide monthly adoption, reclamation, warnings, citations statistics while maintaining a drug usage database and deceased animal log.

MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:

  • Knowledge of animal behavior.
  • Knowledge of state, local, and federal laws pertaining to animals and code enforcement.
  • Knowledge of basic animal husbandry and physiology.
  • Skill in thinking clearly and acting effectively in emergency and non-emergency situations.
  • Skill in making decisions with accuracy and astuteness.
  • Skill in obtaining detailed information through oral communication.
  • Skill in communicating with other city employees and the public through oral and written communication skills.
  • Skills in the use of Microsoft Word, Excel.
  • Ability to listen/comprehend and articulate over radio transmitters.
  • Ability to operate a variety of office equipment including but not limited to a multi-channel radio, multi-line phone, computer, and keyboard along with various software.
  • Ability to perform physical skills but not limited to seeing, sitting, typing, and writing.
  • Ability to establish and maintain effective working relationships with work associates and the public.


Qualifying Education and Experience:

  • High school diploma or GED
  • Two years clerical and customer-related experience.
  • Ability to become notary public within 6 months of hire.
  • Ability to obtain Basic Animal Control Officer Certification within 18 months of hire.
  • Possession of a Texas Driver’s License, Class C
