The GIS Business Intelligence Analyst, with general guidance provided by the GIS Manager works with various divisions to align asset management software (Cityworks, SeeClickFix, pipe inspection software, street conditions software, etc.) with business strategies. Provides user-side administration of the software platforms. Perform complex data driven analysis to support the overall management decisions pertaining to infrastructure maintenance. Work requires a high level of independent and creative thought to address operational issues, extensive contact with employees of affected departments/divisions, and a prompt response to their needs.

General supervision is provided by the GIS Manager.

- Must possess strong communication skills both verbal and written so that processes in departments who are collaborating with GIS are clearly understood and communicated to the GIS Manager and all involved parties. Must be able to take initiative and offer solutions to end users across all city departments.
- Advanced technical proficiency in the following: ArcGIS Pro, ArcGIS Desktop, ArcGIS Enterprise/Portal, ArcGIS SDE, SQL Server, and Python.
- Coordinate with City divisions/departments that utilize the workorder and related systems to evaluate, create and modify process automation cases and workflows. Evaluate and implement divisional needs for visualization, dashboards, reports, intelligent object formulation, custom fields, fee tables and other necessary data. Train city employees for use of asset management related systems. Evaluate and maintain user security related roles and access.
- Evaluate, implement, customize, deploy, and maintain third-party applications for asset management use in conjunction with IT Department and GIS Division. Develop, implement and maintain integrations between asset management related software/databases.
- Assist the GIS Manager in administering the GIS geodatabase, SQL servers and web servers by monitoring user activity and database performance, creating user privileges, maintaining database security and implementing custom scripts and compressions to tune the database.
- Assist the GIS Manager in performing enterprise GIS solution implementations, system upgrades, and custom python, FME, or PowerShell scripting processes to provide for system automation.
- Develop and analyze database structure and analytical needs. Evaluate Business Intelligence (BI) requirements for the design of solutions, dashboards and reports utilizing multiple area/data sources. Determine optimum database solutions including APIs and ETLs to meet organizational needs.
- Conduct complex statistical/data analysis for data driven business decisions. Incorporate geospatial analysis using ArcGIS software and its extensions into analytic processes.
- Customize and extend the functionality of Experience Builder for ArcGIS Enterprise using Arcade as needed.
- Assist and advise GIS Manager in developing custom python or PowerShell scripting processes to automate complex, repetitive tasks and facilitate data transfer. Utilize FME to automate complex tasks.
- Monitor data being input into software systems by users to ensure necessary data is collected and procedures are being followed. Coordinates with divisions to increase data entry accuracy as needed.
- Ensure data integrity for enterprise databases using advanced data management tools, languages and techniques. Perform data import/conversion/normalization of various internal/external data sources/formats.
- Support Spillman/Motorola, Energov, and MUNIS Enterprise web services utilizing knowledge of Esri Enterprise and Portal software, SQL, Python and FME. Advise GIS Manager on upgrades and python models utilized by Spillman. Assist GIS Manager with implementing upgrades and preparing models.
- Evaluate and prioritize user requests for system enhancements. Analyzes business processes, details findings and suggests re-engineering steps. Designs and conducts tests of new procedures.
- Track, monitor and analyze performance measures. Assist/recommend to the GIS Manager improvements to operational technologies. Researches new products, practices, procedures, and alternatives.
- Establish training materials for all software systems and coordinate regular training classes to ensure all users of the system are adequately trained. Review/write Standard Operating Procedures (SOP) to insure high data standards continuity of tasks.
- Maintain ability to multi-task in a high activity/energy professional environment that includes multiple concurrent projects and project deadlines in addition to occasional interruptions and walk-in appointments.
- Attend and participate in professional group meetings. Stay abreast of new trends and innovations in the field of asset management/GIS/ programming/database.
- Assist the GIS Manager with system architecture decisions and developing specifications related to Budgeting, GIS applications, GIS software installation, new software releases, system upgrades and evaluating and installing patches.
EDUCATION
Bachelor's degree from an accredited college or university with major coursework in graphic information systems, business analytics, database, computer science or closely related fields.
EXPERIENCE
Five (5) years of experience as a Programmer, Business/GIS/Data Analyst, or related field.
CRIMINAL HISTORY
Employee will not have a record of being convicted of a Class B misdemeanor or higher offense in order to work with and view Criminal Justice Information Services data.
LICENSES AND CERTIFICATES
Possession of a valid driver's license.
WORK SCHEDULE9/80 schedule, Monday thru Thursday 7:30 am to 5 pm, alternating Friday 8 am to 5 pm.
