Salary Range: $123,000 - $162,500 - $203,000

Position Summary:
The Senior Director, Ebola Response will provide strategic leadership and oversight for MOMENTUM Integrated Health Resilience's (MIHR) $27 million Ebola response portfolio across multiple countries, including the Democratic Republic of the Congo (DRC), South Sudan, Burundi, and other affected areas. This role will contribute to MIHR's Intermediate Result (IR) 3: Improved Adaptive Management to Prevent, Detect, and Respond to Health Emergencies. Through this work, the Ebola response initiative will support efforts to rapidly contain and reduce Ebola virus disease (EVD) transmission within affected countries while mitigating the risk of cross-border spread to neighboring nations.
Reporting to the MIHR Project Director, the Senior Director, Ebola Response will lead the scale-up and implementation of response activities, ensuring alignment with U.S. Department of State Global Health Security and Diplomacy (DoS/GHSD) priorities and objectives. The role is responsible for providing overall programmatic leadership, monitoring implementation progress, coordinating across MIHR teams and Corus Technical and Program Business Units (TBUs and PBUs), managing stakeholder engagement, and preparing reports and strategic updates for DoS/GHSD and other key stakeholders.
Responsibilities:
Project Leadership (50%)
- Lead the development and oversight of consolidated multi-country Ebola response workplans, ensuring effective coordination among country teams, HQ technical advisors, and finance and operations staff.
- Provide strategic direction for implementation, including adapting program approaches and scaling response interventions as outbreaks evolve or expand into additional countries.
- Oversee the preparation, review, and submission of weekly Ebola response situation reports (SITREPs) to the Grant Officer Representative (GOR)/Global Health Security and Diplomacy (GHSD).
- Lead the development and submission of consolidated monthly, quarterly, and ad hoc programmatic reports for GHSD and other key stakeholders.
- Ensure compliance with donor requirements and adherence to Corus policies and procedures related to procurement, human resources, financial management, and operational compliance.
- Serve as the primary liaison with GHSD on program implementation matters, providing timely updates, identifying risks, and communicating mitigation strategies.
- Foster collaboration and alignment across Corus departments, including Humanitarian Assistance (HA), the Technical Business Unit (TBU), and relevant Program Business Units (PBUs), to maximize program effectiveness and operational efficiency.
- Represent MIHR on the Corus Ebola Task Force, providing strategic updates, escalating critical issues, facilitating decision-making, and ensuring timely follow-up on action items.
- Lead program planning, design workshops, and portfolio review processes related to Ebola response activities across participating countries, ensuring lessons learned and best practices are incorporated into implementation.
- Monitor program performance across all response countries, identifying opportunities to strengthen coordination, improve outcomes, and enhance operational effectiveness.
- Provide short-term technical assistance and field support as needed, including travel to country programs to support implementation, stakeholder engagement, and response coordination.
Program Design and Development (20%)
- Provide strategic leadership and technical direction for the design, implementation, and scale-up of Ebola response programming across global, regional, and country levels.
- Ensure program approaches align with global best practices and evidence-based outbreak response strategies, while meeting GHSD objectives and priorities and adhering to relevant WHO and CDC guidance.
- Provide technical oversight and strategic guidance to MIHR Chiefs of Party (COPs), Ebola focal points, and country leadership teams to adapt response strategies based on evolving epidemiological trends, operational realities, and country-specific needs.
- Lead the identification and dissemination of lessons learned, promising practices, and innovative approaches to strengthen outbreak preparedness, prevention, detection, and response efforts across the portfolio.
- Promote the integration of technical, operational, and programmatic considerations into response design and implementation to ensure timely, effective, and coordinated interventions.
- Support the development of program modifications, extensions, and expansion strategies as outbreak dynamics and donor priorities evolve.
- Provide leadership in the development of technical narratives, response strategies, and program documentation required for donor engagement, reporting, and future funding opportunities.
Representation (15%)
- Establish and maintain strong working relationships with the U.S. Department of State Bureau of Global Health Security and Diplomacy (GHSD), U.S. Embassy focal points, and other U.S. Government implementing partners to support effective coordination, communication, and program delivery.
- Serve as the primary senior-level representative for MIHR and Corus on matters related to the Ebola response portfolio, ensuring strong donor engagement and stakeholder confidence.
- Represent the organization in global, regional, and country-level coordination mechanisms, technical working groups, and emergency response forums, including Core Group partners, InterAction, WHO, CDC, and other relevant stakeholders.
- Cultivate strategic partnerships and collaboration opportunities with governments, multilateral organizations, implementing partners, and technical agencies to strengthen response effectiveness and impact.
- Facilitate coordination and information sharing among key stakeholders to promote alignment of response strategies, reduce duplication of effort, and maximize the efficient use of resources.
- Represent program achievements, challenges, lessons learned, and emerging priorities to donors, partners, and other external audiences as appropriate.
- Support high-level engagement with donors and partners related to program performance, strategic direction, funding opportunities, and response planning.
Staff Management (15%)
- Provide leadership, direction, and oversight to direct reports, ensuring high-quality performance, accountability, and achievement of program objectives.
- Establish clear performance expectations, goals, and development plans for staff, and conduct regular performance discussions and annual evaluations in accordance with Corus policies and practices.
- Coach, mentor, and support staff to strengthen technical, managerial, and leadership competencies and foster professional growth.
- Promote a collaborative, inclusive, and high-performing team culture that supports effective coordination across countries, functions, and technical disciplines.
- Monitor staff workload, priorities, and performance to ensure resources are effectively allocated and program deliverables are achieved.
- Identify staffing needs and as required, lead or support the recruitment, selection, onboarding, and supervision of personnel supporting the Ebola response portfolio.
- Ensure staff understand and comply with organizational policies, donor requirements, safeguarding standards, and applicable operating procedures.
- Support succession planning, talent development, and workforce planning to maintain continuity and strengthen organizational capacity throughout the response.

Required Qualifications:
- Bachelor's degree with 10 years of experience, including leadership experience in public health, international development, humanitarian assistance, or a related field.
- Demonstrated experience managing U.S. Government-funded global health programs, including emergency response, outbreak preparedness, and public health interventions.
- Significant experience leading multi-country programs in low-resource, fragile, conflict-affected, or humanitarian settings, with the ability to navigate complex operational environments.
- Proven experience leading cross-functional and geographically dispersed teams, fostering collaboration, accountability, and results.
- Ability to adapt quickly to changing circumstances and evolving emergency response needs while maintaining strategic focus and operational effectiveness.
- Experience developing high-quality donor reports, briefings, strategic updates, and other communications for senior leadership and external stakeholders.
- Ability to travel globally up to 15% annually.
- Proven ability to build and maintain effective working relationships with senior leaders, donors, implementing partners, government representatives, local institutions, and other stakeholders across diverse cultural and geographic contexts.
- Strong project management, organizational, and problem-solving skills, with the ability to anticipate challenges, identify solutions, and drive timely decision-making in fast-paced environments.
- Demonstrated ability to manage multiple priorities simultaneously, meet competing deadlines, and maintain a high standard of quality and accuracy under pressure.
- Excellent analytical, written, verbal, and presentation skills, including the ability to synthesize complex information and communicate effectively with technical and non-technical audiences.

Working Conditions, Travel and Environment
- Corus has a hybrid work policy, allowing work to be done remotely; two days per week (Tuesday and Wednesday) in the office is required. The employee must be available to work outside normal office hours or weekends as required.

While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
