JOB TITLE
: Vice President, Operations

FULL-TIME  (hours per week: 40) 
BUSINESS HOURS: Monday-Friday, 7:00 AM - 3:30 PM

EDUCATIONAL QUALIFICATIONS:

Master's degree from an accredited college in Business Administration, or a related discipline (a combination of equivalent education and work experience may be considered).

EXPERIENCE QUALIFICATIONS:

  • Minimum of ten (10) years of progressive leadership experience in business operations, program management, contract management, service delivery, business development, and organizational leadership, with at least five (5) years in a senior leadership role.
  • Experience managing federal service contracts and geographically dispersed operations, preferably within the AbilityOne Program.
  • Proficiency with Microsoft Office Suite, financial management systems, ERP systems, business intelligence tools, and HRIS applications.
  • Working knowledge of federal contracting requirements including FAR, DFARS, AbilityOne Program requirements, Service Contract Act (SCA), Department of Labor wage determinations, contract pricing, proposal development, risk management, quality assurance, and compliance requirements.
  • Demonstrated success leading business operations, developing employees, improving operational performance, and achieving customer satisfaction objectives.
  • Proven experience growing business portfolios through contract expansion, recompete efforts, new contract acquisition, and strategic customer engagement.
  • Strong understanding of operational budgeting, contract profitability, resource planning, and performance management.
  • Experience developing and implementing standardized operational processes across multiple customer locations.
  • Must be able to manage and coordinate multiple business units simultaneously, ensuring each receives the necessary resources and attention to meet performance goals.
  • Strong analytical and decision-making skills with the ability to balance mission impact, operational performance, customer requirements, and financial sustainability
OTHER QUALIFICATIONS:
  • Must be authorized for coverage under agency insurance if operating an agency vehicle, have a good driving record, a valid driver's license, and/or the required level of personal auto insurance.
  • Must be able to satisfactorily complete a background check according to company requirements.
  • Must be able to obtain a DOD security clearance at the Secret level. Current Secret clearance preferred.
  • Superior interpersonal and relationship-building skills with the ability to effectively engage customers, employees, government representatives, and community stakeholders.
  • Strong leadership skills with a demonstrated ability to coach, mentor, and develop high-performing teams.

IMMEDIATE SUPERVISOR: Chief Executive Officer

Key Responsibilities:
Strategic Leadership & Business Growth
  • Provide strategic leadership for operational areas in support of Phoenix's mission, strategic objectives, and long-term sustainability.
  • Identify, evaluate, and pursue new business opportunities within government, commercial, state and federal, services, products, and AbilityOne markets.
  • Lead customer relationship management efforts and cultivate strategic partnerships that support contract growth, retention, and expansion.
  • Monitor market conditions, industry trends, regulatory developments, and customer requirements to identify opportunities and mitigate risks.
  • Collaborate with executive leadership in developing growth strategies and long-range plans for the operational departments within the organization.
Operational Leadership
  • Direct and oversee all operating divisions, contracts, customer locations, and service delivery activities.
  • Ensure operational performance consistently meets or exceeds customer expectations, contractual requirements, quality standards, and organizational objectives.
  • Develop, implement, and monitor key performance indicators related to safety, quality, staffing, customer satisfaction, compliance, and financial performance.
  • Promote continuous improvement and standardization across all operations, contracts and service locations.
  • Ensure successful transition, implementation, and execution of new contracts and business opportunities.
Financial Management
  • Maintain accountability for operational financial performance, including revenue growth, expense management, profitability, and budget adherence.
  • Develop and manage divisional operating and capital budgets.
  • Partner with Finance to support contract pricing strategies, budgeting, forecasting, Requests for Equitable Adjustment (REA), option-year pricing, and profitability analysis.
  • Review operational and financial performance regularly and implement corrective actions as necessary.
  • Oversee the full lifecycle of contracts for services and product lines of business, including drafting, negotiation, review, and execution, ensuring compliance with corporate policies, legal requirements, and industry regulations.
Labor Relations Management
  • Provide executive oversight for all labor relations activities within the Government Services Division.
  • Maintain productive and collaborative relationships with union leadership and bargaining unit employees across all locations.
  • Lead or support collective bargaining negotiations in partnership with Human Resources and executive leadership.
  • Work proactively to resolve labor concerns, minimize disruptions, and support a positive employee relations environment.
  • Ensure labor relations practices align with Phoenix's mission, contractual commitments, operational objectives, and organizational values.
Compliance & Risk Management
  • Ensure compliance with AbilityOne Program requirements, CARF, FAR, DFARS, Service Contract Act requirements, Department of Labor regulations, wage determinations, customer requirements, and company policies.
  • Maintain effective quality assurance, safety, and risk management programs throughout the operating divisions.
  • Ensure operational readiness for audits, inspections, customer reviews, and regulatory assessments.
  • Promote a culture of accountability, integrity, and compliance.

Leadership & Talent Development
  • Provide leadership and direction to Directors, Project Managers, Quality personnel, and other operational staff.
  • Develop leadership talent, succession plans, and employee development programs within the operating divisions.
  • Foster an organizational culture focused on teamwork, accountability, innovation, customer service, and mission achievement.
  • Support workforce inclusion initiatives and opportunities for individuals with disabilities consistent with Phoenix's mission.
Customer & Stakeholder Engagement
  • Serve as the primary executive representative for key operating division’s customers and strategic partners.
  • Build and maintain strong relationships with contracting officers, government agencies, SourceAmerica representatives, community partners, and other stakeholders.
  • Address customer concerns proactively and ensure high levels of customer satisfaction and contract retention.
  • Represent Phoenix at industry meetings, conferences, customer engagements, and business development activities.
 

SPECIFIC RESPONSIBILITIES RELATED TO THIS POSITION MAY INCLUDE ANY OF THE FOLLOWING:

  • Phoenix representative to the National Council of SourceAmerica Employers.
  • Representation at community, business, federal, commercial, and industry events supporting Phoenix operations.
  • Leadership of divisional strategic planning initiatives.
  • Oversight of contract mobilization efforts and operational transitions.
  • Participation in industry associations, community organizations, and business development activities supporting Phoenix operations.
  • Other duties as assigned.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
