Senior Quantity Surveyor
Qatar
Parsons is looking for an amazingly talented Senior Quantity Surveyor to join our team! In this role, you will manage cost estimation and budgeting for large infrastructure projects while collaborating with various stakeholders to ensure financial accuracy, compliance, and effective contract administration.
What You’ll Be Doing
- Ensuring that all Quantity Surveying team members apply company estimating practices, techniques, processes, and procedures.
- Delivering quality-controlled contract administration services and cost estimates for assigned projects and programs.
- Defining and delineating project or program scope using a top-down Work Breakdown Structure (WBS) and preparing material takeoffs in accordance with concept documents, design drawings, plans, and specifications.
- Developing detailed resource costs for work activities based on the planned schedule of execution, applying project burdens, indirect costs, dictated fees and taxes, general conditions costs, and expected margins to produce probable project/contract costs.
- Preparing Basis of Estimate (BOE) narratives that clearly define estimate methodology, scope, pricing characteristics, escalation, assumptions, and exclusions to ensure the client fully understands the estimate of probable cost.
- Reviewing estimates prepared by other service providers to determine compliance with project/program procedures, completeness, accuracy, technical development, and best practices.
- Reviewing contractual documents and contract modifications to determine scope of work and scope changes, defining cost and schedule impacts to the base contract, and providing written evaluations and recommendations to project/program management.
- Preparing and summarizing task and subtask estimates, including resource rates and unit costs, to perform parametric order-of-magnitude estimates when detailed estimates are not necessary or time does not permit that level of detail.
- Defining scope and quantities for vendors and subcontractors necessary to obtain correct and competitive pricing for materials, equipment, and services required to complete an estimate of probable cost.
- Documenting telephone, email, web, and written bids and quotations, including contractual terms and conditions, shipping terms, transfer of title, and terms of contract payment and completion.
- Accumulating, evaluating, and documenting historical cost data (location, site conditions, contract terms, execution plan, procedures, methods) to maintain current estimating database information and cost data.
- Providing training and guidance to Estimators and Associate Estimators in the preparation, revision, and production of cost estimates using project/program software, estimating tools, and systems.
- Reviewing work produced by subordinate personnel for quality, clarity, accuracy, and completeness, verifying that all components and costs required by the contract documents are included.
What Required Skills You’ll Bring
- Degree in Quantity Surveying from an accredited internationally recognized university.
- Certified MME Quantity Surveyor and registration with MME (Qatar), or currently in the process of obtaining registration/accreditation, as required to function as a Quantity Surveyor in Qatar.
- Must be qualified or in the process of accreditation by a recognized international body such as Chartered Status with the Australian Institute of Quantity Surveyors (AIQS), and/or Chartered Status with the Royal Institution of Chartered Surveyors (RICS), or as approved by the Engineer.
- Minimum 14+ years of postgraduate experience, including at least 10 years of similar work experience on large infrastructure projects.
- Proven capability to manage and coordinate specialized activities, disciplines, or a QS team of moderate size and complexity.
- Fluency in English (written and spoken), with excellent technical writing skills and strong oral communication abilities.
